Policy Support in Nepal for Integrated Environment and Climate Resilience Planning (ICRP)
The Integrated Environment and Climate Resilience Planning (ICRP) serves as a unifying platform to streamline efforts from multiple climate and biodiversity initiatives, ensuring policy coherence, efficient resource use, and transformative impacts across sectors. It thus aims to support Nepal’s vision of net-zero carbon by 2045 and becoming a risk-resilient society by 2030, as well as to facilitate the implementation of Nationally Determined Contributions, National Adaptation Plan and other environment and resilience strategies.
The long-term impact of ICRP is to support Nepal in achieving a sustainable, low-carbon, climate-resilient development pathway, ensuring socio-economic inclusion, and environmental integrity while contributing to the global climate and biodiversity agendas.

ICRP integrates efforts across diverse initiatives such as Climate Promise (CP), HCFC Phase out Management Plan (HPMP), Scaling up Climate Ambition on Land Use and Agriculture through NDCs and NAPs (SCALA), Climate Finance Network (CFN), and Early Action Support (EAS).
Climate Promise
Background
The Climate Promise project in Nepal is dedicated to enhancing the country's climate resilience and sustainability. By focusing on gender-responsive local adaptation planning, supporting the implementation of Nepal's Nationally Determined Contributions (NDCs), empowering youth leaders to drive community-specific environmental changes, assessing key industrial sectors, and promoting innovations and voluntary carbon markets, the project aims to foster inclusive and effective climate action. Through these efforts, the Climate Promise project is helping Nepal achieve its climate goals and build a sustainable future.
Key Achievements
- Provincial and federal consultation for revising National Agriculture Development Strategy focusing on Gender Equality and Social Inclusion (GESI)
- Climate Change Financial Framework Sensitization Workshop to 128 members of the Provincial Climate Change Coordination Committee and 35 Parliamentarians of Sudurpaschim, Karnali and Madhesh provinces
- Emission factor for brick industry developed in partnership with ICIMOD
- Supporting innovations in the brick sector
- Assessment of Voluntary Carbon Market for private sector engagement
- Engagement with 25 environmental journalists in Karnali Province for NDC outreach
- NDC 3.0 consultations focusing on Energy, Industrial Processes and Product Use (IPPU) and GESI.
- Mobilization of 40 Youth Climate Catalysts in 10 municipalities from Lumbini, Koshi, Bagmati, Gandaki, Sudurpaschim and Madhesh provinces.
GESI
Four GESI-responsive Local Adaptation Plans of Action (LAPAs) were developed for Duhabi Municipality and Savapokhari Rural Municipality in Koshi Province, Karjanha Municipality in Madhesh Province, and Patarashi Rural Municipality in Karnali Province. To align national commitments with inclusive climate action, a gap assessment of sectoral ministries was conducted to evaluate progress toward achieving the GESI-related targets of Nepal’s Nationally Determined Contributions (NDCs). Furthermore, the capacities of 30 GESI focal persons from federal ministries were strengthened through targeted training on GESI and NDC integration. In addition, the 16 Days of Activism against Gender-Based Violence was actively observed in Dhangadi, reinforcing the intersection of gender justice and climate resilience.

Background
The Global Biodiversity Framework Early Action Support (GBF-EAS) project in Nepal aims to accelerate readiness and early actions to meet biodiversity targets under the Kunming-Montreal Global Biodiversity Framework (K-M GBF). Supported by the Global Environment Facility (GEF) and implemented by the Ministry of Forests and Environment (MoFE) with technical assistance from the United Nations Development Programme (UNDP), the project focuses on revising Nepal's National Biodiversity Strategy and Action Plan (NBSAP) to align with the K-M GBF.
Key activities in Nepal include aligning national biodiversity targets with the GBF, enhancing national monitoring systems, promoting policy and institutional coherence, and mobilizing biodiversity finance. The project adopts a "whole-of-government, whole-of-society" approach to address the root causes of biodiversity loss and ensure inclusivity.

Scaling up Climate Ambition on Land-use and Agriculture through NDCs and NAPs
Background
Scaling up Climate Ambition on Land Use and Agriculture (SCALA) through Second Nationally Determined Contribution (NDC) and National Adaptation Plan (NAP) addresses the urgent need for increased action to cope with climate change impacts in the agriculture and land use sectors. In Nepal, the project focuses on enhancing the capacities of agriculture and livestock professionals through climate-resilient planning and implementation, developing business plans for agricultural value chains like apples, and supporting policy advancements in the Ministry of Agriculture and Livestock Development (MoALD). The project is technically supported by the Food and Agriculture Organization and the United Nations Development Programme.

- Capacity building package on climate change developed for agriculture and livestock professionals, aimed at enhancing their capacities in climate-resilient planning and implementation.
- Business plan for the apple value chain developed to promote value addition, improve market access, and ensure sustainability across production, processing, and marketing stages.
- Policy advancement support provided to the Ministry of Agriculture and Livestock Development (MoALD) for the revision of the Agricultural Development Strategy (ADS), with a focus on mainstreaming climate change adaptation and natural resource management into national agricultural policy and planning frameworks.
