Strengthening Urban Preparedness, Earthquake Preparedness and Response in the Western Region of Nepal (SUPER-II)

Background

Building on past initiatives, primarily the demonstrated disaster preparedness pilot models in Sudurpashchim, Karnali and Lumbini provinces, and learnings from recent disasters, including the Jajarkot earthquake, SUPER-II aims to enhance urban and earthquake preparedness and response in the western region of Nepal. To achieve this, the project focuses on institutionalizing government-led operational systems at the provincial and local levels; strengthening coordination and information management at provincial and municipal levels, aligning with national framework for disaster risk governance; and policy engagement for upscaling disaster preparedness and response mechanisms at federal, provincial and local levels. The project emphasizes inclusion, addressing the specific needs of vulnerable groups, especially women, children, and persons with disabilities, and aims to upscale interventions in the project areas and beyond.

Under the leadership of the National Disaster Risk Reduction and Management Authority (NDRRMA), provincial governments, and municipalities, SUPER-II is being implemented by a UNDP-led consortium with UNICEF, UN Women, and Handicap International. The project works closely with the UN Resident Coordinator’s Office, all federal and provincial disaster related clusters, Nepal Red Cross Society, civil society organizations, and other development partners for strengthening a coordinated response mechanism. It also engages parliamentarians, municipal associations, government training institutions, media, and the private sector. 

Targeted Achievements

  • Operationalize a government-led mechanism for periodic updating of earthquake and other preparedness and response plans/operational procedures of urban municipalities and provinces, with inclusion at the core, to enable efficient and effective response.
  • Strengthen coordination mechanisms in disaster response between provinces, urban municipalities, government, and development partners, including clusters through resource-sharing mechanisms.
  • Institutionalize emergency operation centers at provincial and municipal levels, improving their functionality for inclusive disaster data and information management systems, and linking them to federal and district-level mechanisms.
  • Integrate community volunteer systems in disaster response in urban municipalities through integrated response planning, databases, and periodic skill updating.
  • Partner with NDRRMA to upgrade disaster management portals, localize them, and build capacity at provincial and urban municipality levels to enhance usage.
  • Upscale disaster preparedness and response interventions through engagement of elected representatives, study tours, media advocacy, co-financing, and partnerships.
  • Promote joint planning approaches among municipalities for urban and earthquake preparedness and response.

Project Outputs

  • Output 1: Government-led operational system for urban and earthquake preparedness institutionalized at provincial and local levels for effective response.
  • Output 2: Coordination and information management strengthened at provincial and municipal levels, aligned with the national framework, for disaster risk governance.
  • Output 3: Enhanced policy engagement for disaster preparedness and response mechanisms scalability at the federal, provincial, and local levels.

GEDSI (Gender Equality, Disability, and Social Inclusion)

The project is designed with a GEDSI lens, integrating gender equality, disability, and social inclusion in all its activities. It aims to address gender discrimination and inequalities exacerbated during disasters, recommending remedial measures in preparedness plans, disaster risk reduction, and response. With UN Women and Handicap International in the consortium, SUPER-II works to mainstream GEDSI in disaster preparedness, response, and recovery within government systems and plans.
