UNDP’s project on supporting Mongolia’s Nationally Determined Contribution concludes

Ulaanbaatar, 18 December 2023 – The United Nations Development Programme (UNDP) in Mongolia organized the closing workshop of “NDC SUPPORT PROJECT: Deepening Efforts to Accelerate Nationally Determined Contribution (NDC) Implementation in Mongolia” sharing the project’s key results and outcomes with local and international partners.
The project was implemented since 2019 as part of UNDP’s global support to participating countries in NDC implementation, with a funding from the Governments of Germany and Spain, and the European Union. In Mongolia, the project aimed at enhancing the overall coordination of NDC processes and promoting inclusive sectoral transformation, particularly in the construction and transport sectors, in partnership with the Ministry of Construction and Urban Development, Ministry of Road and Transport Development, and Ministry of Environment and Tourism.
Despite not being a heavily industrialized country, Mongolia's estimated per capita CO2eq emissions of 11.51 tons – driven by over 70 million livestock and a strong dependence on coal-based energy – are among the highest for nations at a similar level of human development. Therefore, the Government of Mongolia updated its NDC in 2019, committing to a reduction of greenhouse gas emissions by 22.7% by 2030 as part of its climate change mitigation and adaptation strategy.
The project has been instrumental in supporting the government to translate this commitment into action. The development of Measuring, Reporting, and Verification (MRV) online platforms has significantly improved transparency in the transport and construction sectors. These platforms provide a comprehensive framework for monitoring emissions and identifying targeted actions to reduce emissions. The UNDP is committed to continuing support for these sectors, notably through the development of a National Carbon Market framework.
Moreover, the project has been catalytical in fostering cooperation among national stakeholders. This includes strengthening collaboration at both national and local levels, drafting operational guidelines for the National Climate Committee (NCC) and its Expert Council, and appointing local NDC focal points. These efforts have established a solid foundation for ongoing progress in Mongolia’s climate action.
Ms. Lin Cao, UNDP Deputy Resident Representative in Mongolia, expressed her gratitude to all partners involved. She also emphasized the importance of adopting forward-looking approach, stating “As the world accelerates its climate action, Mongolia needs to be prepared for both the opportunities and challenges this presents. The shift away from fossil fuels, updating the NDC, engaging with the newly established “Loss and damage fund” for potential permafrost thaw in line with Mongolia’s context, and hosting COP17 in 2026, are all significant milestones that necessitate strategic consideration and planning. It is vital for Mongolia to align its NDC with Long-term Low Emission Development strategies. This alignment will not only facilitate more effective climate policymaking and efficient resource utilization but also promote enhanced well-being benefits associated with a mitigation strategy.”
