UNDP and MOFALI Strengthen National Capacity on Climate, Biodiversity, and Gender-Responsive Public Finance

March 18, 2026

Ulaanbaatar, Mongolia - 19 March 2026. United Nations Development Programme (UNDP), in partnership with the Ministry of Food, Agriculture and Light Industry (MOFALI), held a workshop on “Aligning Climate, Biodiversity, and Gender in Public Finance” to support Mongolia’s efforts to operationalize its updated climate and biodiversity commitments following the submission of its third Nationally Determined Contribution (NDC 3.0), National Adaptation Plan (NAP), and the updated National Biodiversity Strategy and Action Plan (NBSAP 2026–2030).

Building on previous capacity building efforts, the training introduced practical tools to integrate climate, biodiversity, and gender considerations into public finance, with a focus on the agriculture sector. The event was organized under UNDP’s SCALA Programme, jointly with the BIOFIN II and Food Systems Transformation projects.

“Integrating climate, biodiversity, and gender considerations into public finance is essential for strengthening Mongolia’s food and agriculture sector. Through this workshop, national and local governments are equipped with practical tools needed to design public investments that reduce climate risks, support biodiversity, and advance gender equality.” highlighted Mr. Jambaltseren Tumur-Uya, State Secretary of Ministry of Food, Agriculture, and Light Industry.

Forty participants attended the workshop, representing national and local government agencies, research institutions, women led agricultural groups, and development partners. Officials from five ministries worked alongside provincial planning and finance officers and gender experts. Participants engaged in expert presentations, group exercises, and case studies on climate sensitive public investment planning, climate-biodiversity and gender budget tagging, cost effectiveness analysis, and gender responsive climate budgeting.

“Building Mongolia’s resilience requires public finance systems that deliver tangible impact for both people and nature. By strengthening climate- and gender-responsive budgeting capacities, we help ensure that national commitments, including NDC3.0 translate into well-financed actions that reach the communities most affected by climate change.” noted Lin Cao, Deputy Resident Representative of UNDP in Mongolia.
