Ulaanbaatar Becomes the Second Municipality in the Asia-Pacific to Join UNDP’s Gender Equality Seal Programme

Ulaanbaatar, Mongolia - 1 April 2026. In partnership with the United Nations Development Programme (UNDP), the Municipality of Ulaanbaatar officially launched its participation in the Gender Equality Seal for Public Institutions, becoming the first municipal government in Mongolia and the second in the Asia Pacific Region to join the programme. The Gender Equality Seal Programme, led by UNDP, offers a structured framework to support public institutions in embedding gender equality across organizational systems, including planning and budgeting, service delivery, and workforce policies.

Deputy Governor for Social Sector, Green Development, Air and Environment of Ulaanbaatar City, Amartuvshin Amgalanbayar, emphasized the Municipality’s intention to strengthen institutional practices through the programme: “Participation in UNDP’s Gender Equality Seal Programme provides us with a structured and practical framework to review and strengthen our internal systems, making them more responsive to citizens, with best practices scaled up across municipal entities, including district administrations.” 

Ulaanbaatar’s entry into the Seal builds on Mongolia’s recent progress in strengthening gender‑responsive governance. In 2024, the General Department of Taxation achieved the Silver Award under the Gender Equality Seal Programme being the first tax institution globally, regionally, and nationally to receive this recognition. More recently, the Civil Service Council and the Ministry of Environment and Climate Change have also joined the programme, reflecting growing institutional uptake across government.

UNDP Resident Representative in Mongolia, Matilda Dimovska, underscored: “By joining the Gender Equality Seal Programme, the Municipality of Ulaanbaatar is demonstrating a clear institutional commitment and leadership to embedding gender equality across municipal systems. Gender equality is not a separate agenda. It is central to how cities govern, deliver services, and build resilience.

With the addition of Ulaanbaatar, Mongolia further strengthens its position as one of the active adopters of UNDP’s Gender Equality Seal Programme in the region, with multiple institutions progressing simultaneously along the programme’s structured roadmap. Through a Future Ready Urban Governance approach, UNDP will support the Municipality in integrating gender equality standards into its systems and processes, helping make municipal governance more adaptive, anticipatory, collaborative, and inclusive.
