In 2025, UNDP in Lebanon, working alongside the Government of Lebanon and national partners, with the support of the international community, advanced stabilization, recovery, and reform in parallel—addressing urgent needs while reinforcing State authority and laying the foundations for sustainable peace and development.
Stabilization and Emergency Response
In 2025, UNDP supported life-saving mine clearance efforts through the Lebanon Mine Action Center by providing technical expertise, equipment, and operational support. These efforts were complemented by the launch of Mine Action Awareness Campaign to help communities safely navigate post-conflict risks.
National emergency response capacities were further strengthened through the inauguration of the Joint Rescue Coordination Centre (JRCC), enhancing maritime safety, preparedness, and inter-agency coordination.
To enhance coordination of international support to the Lebanese Armed Forces - supporting stability and early recovery, UNDP signed a tripartite Memorandum of Understanding with UNSCOL and the Ministry of National Defense in May 2025.

Economic Growth and Recovery
To guide recovery planning, UNDP launched the Executive Guidebook for Post-War Sustainable Land Use Planning outlining pathways to rebuild war-affected towns and villages in smarter, safer, and greener ways.
Furthermore, USD 1.5 Million in assistance and technical support was provided to women-led enterprises, alongside the establishment of an SME Support helpdesk to help businesses restore operations, adapt, and recover.
Support was also extended to cooperatives to resume operations, complemented by a nationwide “Bless These Hands” awareness campaign, promoting local production, livelihoods, and community resilience.

Digitization, Transparency, and Democratic Participation
Ahead of the 2025 municipal and mukhtar elections, UNDP supported the Ministry of Interior and Municipalities by establishing an automated candidate registration system and an electoral hotline. These efforts were complemented by nationwide awareness campaigns on voter rights and on accessible, dignified voting for persons with disabilities, as well as the publication of analytical reports capturing lessons learned and key results, supported by disaggregated data.
UNDP also advanced digital governance by supporting the digitization of taxation and consumer protection services, automating intellectual property registration at the Ministry of Economy and Trade, and digitally archiving 30,000 asset declarations at the National Anti-Corruption Commission—enhancing transparency, efficiency, and accountability across public institutions.

Peacebuilding and Information Integrity
UNDP launched the Tensions Monitoring System (TMS) Portal, providing accessible data and analytical tools to support conflict-sensitive programming and evidence-based decision-making.
To counter misinformation and reduce polarization, UNDP and partners rolled out the national anti-disinformation campaign #لشو_نتوتر_عالفاضي؟ / #WhyStressForNothing?, alongside youth-focused media literacy and awareness initiatives.
Moreover, UNDP further supported long-term social cohesion through the development and launch of innovative educational modules to strengthen history teaching in Lebanon, promoting inclusive narratives, critical thinking, and shared understanding among younger generations.

Climate Action and Green Energy
In partnership with the Ministry of Environment, UNDP advanced Lebanon’s climate agenda through the launching of the National Climate Policy Package, while supporting renewable energy, sustainable land use, and climate-resilient infrastructure nationwide.
To promote low-carbon urban development, UNDP also published Guidelines for Non-Motorized Transport (NMT) Planning and Design, enabling municipalities create safer, more sustainable mobility options.
UNDP also partnered with the Ministry of Agriculture to establish a new agricultural, environmental and eco-tourism complex “Souk el-Jabal" in Chouf, enhancing market access for farmers and strengthening sustainable value chains for local products.

Gender Equality and Inclusion
Ahead of the 2025 Municipal & Mukhtar elections, UNDP supported efforts to advance women’s representation through the Salma Agreement, promoting commitments towards gender quotas and increased participation.
In partnership with Al-Jadeed TV, Maslaha Aama Podcast – Season 2 was boradcasted, spotlighting 14 influential women and advancing dialogue on leadership and public-interest issues.
To address social norms and drive behavioral change, UNDP launched the Self-Independence Academy, engaging men on shared responsibilities, positive masculinities, and gender equality. The initiative reached over 459,000 men, with more than 20,000 active learners voluntarily engaging in learning modules—demonstrating sustained interest and meaningful engagement
