The Guidelines for Non-Motorized Transport (NMT) Planning and Design in Lebanon provide a structured framework for municipalities to promote sustainable urban mobility. Lebanon’s transport sector heavily relies on private vehicles, contributing to severe congestion and greenhouse gas (GHG) emissions, accounting for 32.5% of the country’s total (MoE/UNDP/GEF, 2025), exceeding the global average by 50% (Global Transport and Climate Change, 2021). Developed under the GEF-funded Lebanon Sustainable Low-Emission Transport Systems Project by UNDP, these guidelines aim to empower municipalities to improve pedestrian and cyclist infrastructure, promote NMT adoption, and enhance public spaces.
