2025 Lebanese Municipal and Mukhtar Elections: Lessons Learned and Key Recommendations

This publication presents an overview of the 2025 Lebanese Municipal and Mukhtar Elections, highlighting key lessons learned and practical recommendations to strengthen future local electoral processes. Conducted amid complex political, economic, and security challenges, the elections demonstrated institutional capacity while revealing critical gaps in electoral management, legal frameworks, and operational preparedness.  

The report indicated the voter turnout, election results, women’s representation, including the first implementation of Law 61/2017 for married women candidates, and the inclusion of persons with disabilities. Drawing on inputs from the relevant authorities and civil society, it offers evidence-based recommendations to enhance transparency, inclusiveness, efficiency, and public trust in elections in Lebanon.
