November 2, 2021 Tashkent. Training and professional development of civil servants is one of the activities of the United Nations Development Program in Uzbekistan. As of May 2021, as part of the implementation of the UN Joint Programme "Youth for Social Harmony in the Fergana Valley", UNDP signed 2 grant agreements totaling $ 130,000 with two leading educational institutions - the Academy of Public Administration (APA) under the President of the Republic of Uzbekistan and Academy of the General Prosecutor's Office (AGP) of the Republic of Uzbekistan.
On the 29th of October, 2021 a round table was organized to discuss the developed training programs for civil servants with the participation of representatives of the Academy of Public Administration under the President of the Republic of Uzbekistan, the Academy of the General Prosecutor's Office of the Republic of Uzbekistan, the Youth Affairs Agency of the Republic of Uzbekistan and UNDP representatives in Uzbekistan.
As noted during the meeting, the main tasks of the academies within the framework of the signed agreements were the development of training courses and their introduction both into the full-time training program on the basis of the Fergana branch of the APA, and distance, by posting all materials on the online platforms of the academies. Within three months, training modules for civil servants were developed on:
a) strengthening leadership and increasing the socio-political engagement of youth,
b) development and implementation of regional development strategies,
c) increasing the stress resistance of civil servants,
d) gender equality, women empowerment,
e) countering domestic violence,
f) preventing conflicts of interest and increasing social mobilization of young people in the fight against corruption.
During the presentation of the training modules, experts from the Institute for the Study of Youth Problems, representatives of the Youth Affairs Agency, UNDP experts on anti-corruption, as well as employment and gender equality gave their expert assessment.
“ We do hope that the development and implementation of a training program for civil servants in the regions of the Ferghana Valley will be significant for the social, political and economic development of the region and this educational platform will become a solid foundation for improving the skills of civil servants and bring positive results for local communities, ” said. Ms. Doina Munteanu, UNDP Deputy Resident Representative in Uzbekistan .
The importance of involving youth to all levels of government was also noted in the speech of Farrukh Omonov, Deputy Director of the Youth Affairs Agency of the Republic of Uzbekistan. In turn, Botu Alimov, Vice-Rector for Research and International Relations of the Academy of Public Administration, considers it equally important to constantly monitor and update training and professional development programs for civil servants, taking into account their relevance in the context of actively ongoing reforms. Evgeny Kolenko, head of the Academy of the General Prosecutor's Office, noted that in the shortest possible time, AGP specialists developed 10 modules of 12 hours each and there is still work to train both civil servants and teachers (trainers) themselves to ensure sustainable results of the work carried out and scaling throughout the republic, not limited to civil servants of the Fergana Valley.
According to the developed training programs, it is planned to improve the qualifications of at least 300 civil servants of the Andijan, Fergana and Namangan regions by the end of this year.
