Effective governance, justice & human rights


Just and inclusive institutions

Trust in institutions is the prerequisite for the socio-economic development. Just and inclusive institutions have the capacities to plan, implement and report on policies and deliver services. Effective service delivery of quality, human rights based and gender responsive becomes possible when the real needs of the rights holders stay at the foundation of the decision-making process. UNDP is supporting the Government to employ evidence-based approach in policy making to target the most vulnerable and ensure resilient response in the crisis context.     .

Participatory governance and social cohesion

Sustained participatory and accountable governance is one of the key drivers for human development. Inclusive participation enables the achievement of shared prosperity and well-being. But it also is one of the factors contributing to resilience of societies to socioeconomic and environmental shocks. UNDP is supporting the strengthening of governance and rule of law systems to contribute to respect, protection and fulfilment of human rights, provide access to justice and security, and sustain peace. This ensures that structural barriers preventing equal and meaningful participation of people in building a more cohesive society are effectively addressed and removed. We work to support digital transformation and building of a mature digital society, where digital technology is a key enabler of sustainable human development and an equalizer bringing multiple benefits for all.

In depth

UNDP works towards democratic and accountable governance, focusing on two critical dimensions: laying down the institutional bedrock, and ensuring men and women’s voices are heard. As the whole governance structure is affected by low public trust due to its limited accountability and efficiency, UNDP works   to tackle the root causes of weak social cohesion in the country, ensure inclusive and transparent electoral processes and more broadly electoral integrity, equal representation of women, ensure improved access to justice as well as strengthen public administration including in the security and internal affairs sectors. Priority for UNDP are innovative financing instruments and therefore we support an efficient public finance management.  

Justice and human rights

UNDP has supported the Republic of Moldova in developing policies and strategies that aim to ensure respect for and protection of human rights and an effective and accessible justice system, with a focus on gender equality, non-discrimination, access to justice, universal healthcare coverage by providing access to affordable and effective medicines, and on preventing and addressing domestic violence. Assistance is being provided for the consolidation of the capacities of the Police Academy as a precondition for the increase in the professionalism of police. . UNDP works to enhance capacities of forensic institutions to provide qualitative justice services and to engage the justice chain actors and civil society in providing a coordinated response to men’s and women’s justice needs at the grass-root level; all of these underpinned by innovation and digital transformation. UNDP is also focusing on legal empowerment and ensure access to justice of refugees and other underrepresented groups in the context of crisis as well as strengthening the institutional capacities of the relevant authorities to respond to crises.  Tailored support is being provided to the vulnerable and marginalized groups, such as people with disabilities, people living with HIV, and survivors of domestic violence to improve their access to public life and to quality services.

Parliamentary development 

With UNDP support, the Parliament’s transparency and engagement with women and men will be strengthened further by the operationalization of the e-Parliament that includes the document management system, e-voting and a new public website.  By providing support to the Parliament’s Women’s Caucus UNDP will contribute to ensuring the oversight of policy implementation has a particular focus on SDGs, on the respect of human rights and will use the gender lense.

Electoral processes

UNDP has worked in partnership with the Central Electoral Commission and the Centre for Continuous Elections Training, leading to more professional, inclusive and transparent elections, consistent integration of gender and human rights considerations in the activity of electoral bodies and in the electoral processes and an improved trust of voters. The State Automated Informational System “Elections” is continuously improved to contribute to more fair, transparent and efficient electoral processes.

Electoral educations campaigns were implemented reaching out to thousands of current and future voters so that the voting process becomes more inclusive and responsible. The capacities of CEC are to be strengthened to be able to undertake a more effective and coherent oversights and monitoring on political party financing. UNDP is also continuously supporting the mobilization of various partners to discuss the electoral reform priorities and coordinate interventions in this field.

Public administration reform

Jointly with other development partners, UNDP is strengthening the focus on accelerating the complex public administration reform, moving from policy and legislative formulation to improving systems and capacities for effective and affordable public service delivery. UNDP is supporting stronger, more open and transparent public administration at all levels, that are able to deliver their services efficiently and ensure equal opportunities to all people, with a particular focus on women and the most vulnerable.

Corruption prevention

UNDP has contributed to strengthening the national integrity and anticorruption system and to participative elaboration of the National Integrity and Anticorruption Strategy 2017 – 2020. It has also supported the strengthening of the capacities of institutions to prevent corruption and promote integrity mechanisms as well as facilitated the engagement of the public institutions at the central and local level in preventive endeavors. Private sector and civil society organizations were supported to get involved into the progressive implementation of the Strategy through the efficient application and monitoring of national integrity instruments and standards. Efforts were made to stimulate the involvement of young men and women in creating the anticorruption demand through an increased public awareness on anticorruption and on the means to curb corruption.

Evidence-based policy formulation and evaluation

UNDP helps the Government in building the capacities for more evidence-based policy formulation, policy coordination and impact evaluation. Particular focus is on complex development issues emerging from the current multiple crises, including social exclusion, emerging forms of poverty, including multidimensional poverty, energy and food poverties and related. UNDP will support the creation of new evidence-based collaborative approaches and tools on further engaging citizens, private sector, local academia, and all other actors to support more evidence-based and citizen-driven policies and decisions.
