Call for Proposals: Confidence-building Initiatives

The Joint EU–UNDP Initiative for Lasting and Inclusive Peace – Phase II (FLIP II) invites the submission of context-responsive and impactful confidence-building grant ideas. The call is open to a broad range of registered local civil society organisations (CSOs), think tanks, research centers or academic institutions. Women- and youth-led organisations as well as grassroots and applicants from regions are particularly encouraged to apply. International non-governmental organisations (INGOs) may also apply, provided they meet the applicable eligibility requirements. Proposed ideas should be conflict-sensitive, inclusive, aligned with local needs and priorities, and are expected to contribute to one or more of the following objectives:
- Support CSO-led inclusive initiatives that foster intra- and inter-community confidence-building and thematic cooperation, including but not limited to initiatives that improve access to social services and education for conflict-affected populations, with particular attention to women, youth, Internally Displaced Persons and other disadvantaged groups. Priority will be given to the inter-community confidence-building initiatives.
- Strengthen the capacities of civil society actors to meaningfully engage in and lead locally driven dialogue, trust-building and confidence-building processes.
- Facilitate inclusive and participatory processes that enhance the engagement of youth, women and excluded groups in dialogue, trust-building and confidence-building measures.
- Promote sustainable approaches to conflict prevention and confidence-building, contributing to social cohesion and longer-term peace at the local level.
All proposals should demonstrate a clear understanding of the context, apply a do-no-harm approach, and reflect principles of inclusivity, local ownership, and sustainability.
Background
FLIP II aims to support locally led, context-sensitive confidence-building initiatives that contribute to a sustained enabling environment for lasting peace and to a more cohesive social fabric. FLIP II will support initiatives led by both experienced and emerging local CSOs and civil society actors who are committed to taking a leading role in locally driven peacebuilding efforts. This can be accomplished through capitalising on existing partnerships, expertise and networks of partners within and between conflict-divided communities. It can also be achieved by engaging new actors of diverse backgrounds withan aspiration to explore new entry points and contribute to the local confidence-building process. Proposed initiatives will address prevailing needs and challenges faced by conflict-affected communities and find durable solutions through people-to-people contacts and constructive thematic cooperation.
All supported actions are expected to apply an inclusive, gender-responsive, conflict-sensitive approach, promote youth empowerment, and; make deliberate efforts to engage hard-to-reach groups.
Purpose of the call
The purpose of the call is to identify high-impact confidence-building initiatives for implementation between and within the conflict-affected communities with the aim to advance inclusive and locally led peacebuilding process.
Priority will be given to
FLIP II seeks to support grant ideas that promote peace-oriented, sustainable cooperation and demonstrate a clear and positive contribution to trust-building within and between communities affected by conflict. Proposed initiatives should foster confidence-building and positive peace. It will also explore the opportunities to support measures with an aim to prevent potential tensions, conflict and/or crisis.
The thematic scope of the Open Call for Grant Ideas will be broad, covering but not limited to education, art, culture, health, Youth, Peace and Security (YPS), Women, Peace and Security (WPS), environment, human rights, and digital peacebuilding.
Proposed grant ideas are expected to put forward innovative, strategic, creative and targeted actions with a clear theory of change and demonstrate strong potential for sustainability, multiplier effects, and local ownership, including but not limited to:
- Targeted and in-depth initiatives that have proven to contribute to conflict transformation with tangible results, including professional and thematic dialogues in specific areas such as, but not limited t,o access to social services, education, art, culture, health, environment, human rights, digital peacebuilding for conflict-affected populations, with particular attention to women, youth and disadvantaged groups;
- Initiatives that give high consideration to interventions that demonstrate long-term cooperation prospects across the dividing lines and are well aligned with United Nations Security Council resolutions 1325 (Women, Peace and Security) and 2250 (Youth, Peace and Security);
- Initiatives with a strong analytical and/or academic research component.
FLIP II thematic priorities are flexible as long as the grant idea demonstrates a strong potential for confidence-building. Particular emphasis will be placed on mainstreaming youth and women's leadership and perspectives within locally led, civil society-driven initiatives.
Funding guidelines
- To ensure diversification of activities and implementers, the maximum requested funding per organisation can be no more than 80,000 USD;
- Co-financing or in-kind contributions by the applicant are encouraged to strengthen ownership and sustainability.
- The maximum duration of the grant is 18 months.
Deadline for Submissions
We are now accepting grant ideas, including 17 February 2026. No applications will be accepted after this deadline.
Submission of Grant Ideas
If you have a grant idea, which contributes to FLIP II objectives, please complete a standard Grant Idea Submission Form and submit it electronically to flip@undp.org
Submission of parallel grants is also encouraged.
FLIP II Team will remain available for online or in-person individual consultation with each interested applicant to provide further information on the aims and priorities of the Call for Grant Ideas. The consultation can be requested at flip@undp.org
Criteria for grant ideas’ selection
- Relevance to the above-described aims of FLIP II;
- Extent to which the action addresses the needs of people and local communities affected by conflict and provides tangible impact on improving their lives;
- Do No Harm approach - mitigating any potential negative effects as a result of grant activities and its sensitivity;
4) Feasibility of the grant – sound problem statement, potential risks analysis and evidence of ability to mitigate them;
5) Measurable and realistic long-term results;
6) Demonstrated sustainability of proposed efforts;
7) Cost-efficiency and sound alignment of resources with expected grant results.
Selection process
All grant ideas will be reviewed by the Technical Evaluation Panel, which will make recommendations on applicants to be invited to submit full grant proposals. Selected applicants will be notified accordingly. Final applicants may also be invited for an interview with members of the Technical Evaluation Panel as part of the selection process.
Eligibility criteria for applicants
- Be officially registered as a non-commercial non-profit organisation;
- Have sufficient administrative, financial, and technical capacity to implement a grant;
- Desirably, demonstrate a strong track record of working with donors.
CSO consortia and organisations that are new to the confidence-building field are particularly encouraged to apply, provided that their proposed initiatives demonstrate strong confidence- and peace-building elements, clear commitment to establishing meaningful and sustainable partnerships, as well as exploring new thematic entry points.
Special note for INGOs:
While strict priority will be given to local CSOs, international NGOs are also welcome to apply. However, particular attention will be given to the cost-efficiency factor (INGOs are encouraged to search for co-funding) and the added value of international standing. INGOs can also apply in partnership with local CSOs.
