EU4Dialogue: Call for Proposals

The United Nations Development Programme (UNDP), with financial support from the European Union (EU), invites community-based organisations to submit proposals under the EU4Dialogue phase II initiative.

Building on the achievements and lessons learned from the first phase, EU4Dialogue Phase II aims to contribute to confidence-building, strengthen the resilience of the conflict-affected communities, and foster social cohesion. The initiative supports locally driven solutions that contribute to human security, post-conflict recovery, community empowerment, and promotion of sustainable peace. 

What are we looking for?

The grant scheme will support community-driven initiatives that respond to local needs, promote sustainable peace, and contribute to enhancing the resilience and livelihoods of conflict-affected populations.
 
Priority areas include:

  • Youth, peace, and security
  • Women's empowerment
  • Disability rights and inclusive infrastructure
  • Healthcare and education
  • Environment, climate, and energy
  • Trauma healing and social cohesion
  • Digital inclusion
  • Transport and local connectivity.

Initiatives are encouraged to combine activities that foster community engagement, facilitate knowledge sharing, and strengthen local participation.
 
Special consideration will be given to initiatives that:

  • Contribute to dialogue, confidence-building, and community resilience
  • Support communities living near dividing lines
  • Engage women and young people as agents of change
  • Promote social inclusion and equal opportunities.

Who can apply?

Eligible applicants include locally registered non-profit organisations with demonstrated experience working with conflict-affected communities and sufficient capacity to implement grant-funded activities.

Grassroots groups that are not formally registered may apply in partnership with an eligible registered organisation.

Funding guidelines

Individual grants will range from USD 23,000 to USD 90,000.

The implementation period may be up to 16 months, with an additional month allocated for reporting. 

How to apply

Applications should be submitted electronically to the email address: eu4dialogue@undp.org in PDF (signed and stamped) and Word formats. 

The subject line should read: “EU4Dialogue Phase II – Grant Scheme”

Applications must include:

  • Grant Application Form (Annex A)
  • Budget Form (Annex B)
  • Registration Certificate as an attachment to the application

Only one submission per applicant organisation is allowed under this Call for Proposals. Once the application is complete and submitted, revised versions of the proposal documents will not be accepted. Partial applications will not be considered.

Deadline for Submissions

We are now accepting applications until 29 June 2026, 18:00 (local time). No applications will be accepted after this deadline/Applications submitted after the deadline will not be considered.
