BET PFM

Effective public finance management is essential for fostering economic transformation, improving service delivery, and ensuring transparency and accountability in governance. Building Efficient and Transparent Local Public Finance System in Bosnia and Herzegovina (BET PFM) project is part of the Public and Private Finance for Development (PPFD) project, financed by the Ministry of Finance of the Slovak Republic.

Overall Goal of the BET PFM Project

The BET PFM project aims at strengthening the capacity of local governments in BIH to manage public finances more efficiently and transparently, contributing to accelerating overall sustainable development of the country, in line with the country’s SDG commitments and the relevant European Union requirements.

Project Approach and Strategy

The BET PFM project capitalizes on international best practices and lessons learned from previous governance initiatives in Bosnia and Herzegovina. The Project is structured around three intervention areas: 

  1. Asset management;
  2. Revenue, expenditures, and internal controls;
  3. Green and gender responsive public procurement. 

These interventions are geared towards achieving two distinct results: 

  • Expected Result 1: Policy and regulatory frameworks on public finance management developed by local governments, integrating sustainability principles into the operational practices.
  • Expected Result 2: Public finance policies, practices, and procedures adopted and effectively implemented by local governments.

Both expected results envisage integrating gender-sensitive practices in financial management at the local level, and in public procurement to ensure equitable benefits for both women and men.

Geographic Coverage

The BET PFM project will be implemented across selected municipalities in Bosnia and Herzegovina. The following local governments have been identified as project partners: Velika Kladuša, Stari Grad, Derventa, Gacko, Laktaši, Srbac, Rudo, Ilijaš, Prozor – Rama, and Bosanska Krupa.

Donors and Partners

The project is funded by the Ministry of Finance of the Slovak Republic. Key implementing partners include local governments, relevant state and entity institutions, and both associations of municipalities and cities.
