Climate Governance and Data Systems in Bosnia and Herzegovina
Strengthening Bosnia and Herzegovina climate action through development of NDC 3.0 and operationalization of the environmental information system
Bosnia and Herzegovina is increasingly affected by climate change, with rising temperatures, extreme weather, and shifting rainfall patterns impacting key sectors like agriculture, water, and health. This project supports the country in strengthening its climate response by developing NDC 3.0 and fully operationalizing the Environmental Information System (EIS). The EIS has two parts: one tracks and evaluates how well the country is adapting to climate change, while the other monitors greenhouse gas emissions. After development and testing, the system will be handed over to the relevant institutions to use and manage. By promoting informed and inclusive decision-making, the project will help make Bosnia and Herzegovina more climate-resilient, especially for vulnerable communities.
Project objective
Strengthen Bosnia and Herzegovina’s climate resilience by developing NDC 3.0 and operationalizing a comprehensive Environmental Information System (EIS) to track adaptation progress, monitor greenhouse gas emissions, and enable informed, inclusive decision-making across key sectors.
Project Components
• Update of the Nationally Determined Contribution (NDC 3.0) will be supported, with new mitigation and adaptation targets to be developed.
• Development of an NDC Action Plan will be carried out to guide the implementation of the updated climate goals.
• Preparation of a Climate Finance and Investment Strategy will be undertaken to identify how national climate actions will be funded and supported.
• Engagement of stakeholders and institutional support will be ensured through legal advice, coordination efforts, and operational guidance for the Environmental Information System.
• Development and implementation of a damage and loss tracking system will be integrated into the Environmental Information System to monitor the impacts of climate related events.
• Delivery of training on climate adaptation will be provided to key stakeholders identified in the National Adaptation Plan to strengthen institutional capacity.
Results
• Bosnia and Herzegovina’s updated climate goals (NDC 3.0) developed, including targets for both reducing emissions and adapting to climate change.
• Action Plan and financing strategy prepared to guide how the updated NDC will be implemented and funded.
• Environmental Information System (EIS) fully operational, with tools to track adaptation progress, greenhouse gas emissions, and climate-related damage and losses.
• Stronger coordination and engagement among institutions and stakeholders, supported by legal guidance and hands-on assistance.
• Training provided to key institutions and stakeholders to improve use of climate data and support adaptation planning.
• Improved access to climate finance, including support for national institutions to become accredited for direct funding.
• Climate finance and investment planning tools developed, helping the country track funding and attract investments in low-carbon and climate-resilient projects.
