Climate Transparency and Reporting in Bosnia and Herzegovina

Development of the First Biennial Transparency Report of Bosnia and Herzegovina and the Fifth National Communication and Second Biennial Transparency Report as combined report under the UNFCCC (BTR1 – NC5/BTR2)

Bosnia and Herzegovina is increasingly vulnerable to the impacts of climate change, including floods, droughts, and other extreme weather events. Strengthening climate planning and reporting is essential to build resilience and meet international obligations.

The BTR1 – NC5/BTR2 project aims to enhance the country’s technical and institutional capacity to integrate climate change into national and sectoral plans. It will support the preparation and submission of the First Biennial Transparency Report (BTR1), and the combined Fifth National Communication (5NC) and Second Biennial Transparency Report (BTR2), in line with UNFCCC and Paris Agreement requirements. These efforts will improve transparency, coordination, and action on climate change.

Project Components

Component 1: DEVELOPMENT OF THE BIH’S FIRST BIENNIAL TRANSPARENCY REPORT (BTR1)

  • Supports the preparation of BiH’s first BTR to report progress on climate action under the Paris Agreement.

Component 2: DEVELOPMENT OF THE BIH'S FIFTH NATIONAL COMMUNICATION AND SECOND BIENNIAL TRANSPARENCY REPORT (NC5/BTR2) 

  • Focuses on preparing an integrated report (NC5 and BTR2) outlining climate trends, actions, and support needs.

Component 3: COMPILATION AND SUBMISSION OF THE REPORTS

  • Ensures final review, approval, and official submission of BTR1 and NC5/BTR2 to the UNFCCC.

Results

The project is structured around three interconnected components that collectively support Bosnia and Herzegovina’s efforts to enhance transparency and meet its international climate reporting obligations under the UNFCCC and the Paris Agreement.

  • Bosnia and Herzegovina has completed its first Biennial Transparency Report (BTR1) a major milestone in its commitment to fight climate change. This report, part of the country’s work under the Paris Agreement, helps bring Bosnia and Herzegovina in line with international climate reporting standards.

    It focuses on improving how the country tracks and reports greenhouse gas emissions, climate actions, and the support it receives. The process involved working closely with key organizations and stakeholders to make sure the data is accurate, consistent, and transparent.
    This report not only shows progress it also helps build stronger systems for climate action in the future.

  • Building on previous progress, this component supports the preparation of Bosnia and Herzegovina’s Fifth National Communication (NC5) and Second Biennial Transparency Report (BTR2), reaffirming the country’s commitment to the UNFCCC. It provides an updated overview of climate impacts, vulnerability, adaptation efforts, and institutional arrangements.

    The focus remains on strengthening national capacities, ensuring consistent and transparent climate data, and addressing gaps from earlier reports. Through inclusive stakeholder engagement and improved coordination, this effort supports the development of effective climate policies and informed decision-making aligned with national and global goals.

  • The third result focuses on compiling, integrating, and submitting the BTR1, NC5, and BTR2 reports. This includes rigorous quality assurance and stakeholder validation to ensure all outputs meet required formats and technical standards. 

    Close coordination with national authorities strengthens institutional ownership and ensures full compliance with Bosnia and Herzegovina’s obligations under the UNFCCC and the Paris Agreement, reinforcing its role as a transparent and accountable partner in global climate efforts.
