EU and UNDP Strengthen Public Outreach for Better Access to Services

Tashkent, 4 October 2025 – A three-day training workshop on “Bringing Public Services Closer through Better Information” was held from 2–4 October 2025 for public relations (PR) specialists working in the back and front offices across Uzbekistan. The workshop was organized under the “Further Improvement of Public Service Delivery in Uzbekistan” project, funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP).
The event brought together more than 25 PR specialists from different regions to strengthen their skills in communication, digital content creation, and citizen engagement. The training introduced participants to modern media trends and technologies, equipping them with tools to raise public awareness about the wide range of services available and encourage their greater use.
The sessions were facilitated by experienced trainers from the Center for the Development of Modern Journalism, Lola Islamova and Dilfuza Mirzakhmedova, who guided participants through practical exercises and interactive learning. Over the three days, participants explored successful communication practices in public service delivery, learned to write concise and impactful texts, and gained hands-on experience in social media management. They also worked with artificial intelligence tools, created infographics and short video reels, and practiced photo and video production and editing.
The final day focused on strengthening media cooperation, including preparing press releases, organizing press conferences, and giving interviews. Participants also discussed performance indicators (KPIs) for PR work and developed group projects to design tailored PR campaigns.
“By equipping PR specialists with modern tools, we are contributing to more transparent, accessible, and citizen-centered public services,” said Hayotjon Klichev, Head of the Press Service of the Ministry of Justice of Uzbekistan.
The workshop concluded with a reflection and feedback session, during which participants shared their experiences and received certificates of completion.
Background
The “Further Improvement of Public Service Delivery in Uzbekistan” project, funded by the EU with a budget of EUR 4.9 million (2024–2029), aims to improve access to public services, especially in rural areas, through institutional reforms, digital transformation, and capacity development. Key objectives include:
Reforming institutional, legal, and regulatory frameworks of the public service delivery system.
Enhancing the capacity of back-office institutions at national, regional, and local levels.
Driving digital and user-centric transformation of public services.
Strengthening local governance to ensure accountability and responsiveness.
By 2029, the project aims to review the functions of 11 back-office institutions, train 1,000 civil servants, digitally transform at least 35 public services, and establish 34 new public service zones in makhallas across Uzbekistan. These efforts will support the country’s reform agenda and contribute to the achievement of the Sustainable Development Goals (SDGs), particularly SDG 16 on strong institutions and SDG 9 on innovation and infrastructure.
