Enhancing Institutional Capacity in Agricultural Insurance

Tashkent, 24 April 2026 – The United Nations Development Programme (UNDP) supported a series of specialized training sessions on agricultural insurance, held from 22 to 24 April 2026 at Tashkent State Agrarian University, with the objective of strengthening the technical capacities of staff of the Agricultural Insurance Fund (AIF) and independent experts from across Uzbekistan.
The training was organized with the support of UNDP within the framework of the tripartite cooperation arrangement among UNDP, the Ministry of Agriculture of the Republic of Uzbekistan, and the Insurance Development Forum (IDF) consortium, comprising Europa Re and Swiss Re. The consortium is implementing the InsuResilience Solutions Fund (ISF) Project C8.02, “Agricultural Insurance Scheme for Horticulture Farmers in Uzbekistan,” financed by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project aims to support the development of sustainable agricultural insurance solutions, strengthen institutional capacities, and enhance climate resilience among farmers throughout Uzbekistan.
The training constituted an important continuation of ongoing efforts to reinforce the national agricultural insurance system. Its primary objective was to deepen participants’ knowledge and strengthen their practical competencies in key areas of agricultural insurance, including underwriting, product development, and loss adjustment. Developed to support the continued advancement of the agricultural insurance market, the sessions focused on the application of internationally recognized best practices tailored to the national context.
The training sessions were delivered through expert presentations by international consultants from Swiss Re and Europa Re. Drawing on international experience and practical case studies, the trainers shared approaches to agricultural risk assessment, underwriting, and loss adjustment, helping participants strengthen their understanding of effective agricultural insurance practices. Particular emphasis was placed on loss adjustment methodologies, which represent a fundamental component of transparent, accurate, and credible agricultural insurance systems.
As a result, participants enhanced their technical knowledge and practical skills in agricultural insurance and gained valuable insights to support the ongoing development and implementation of agricultural insurance solutions in Uzbekistan.
