UNDP Promotes Participatory Implementation of the UN Convention on the Rights of Persons with Disabilities in Mongolia

Ulaanbaatar, 3 December 2025 - In observance of the International Day of Persons with Disabilities, highlighting this year’s theme of “Fostering disability inclusive societies for advancing social progress”, United Nations Development Programme (UNDP) in Mongolia hosted a policy dialogue on “Strengthening participatory approaches in the implementation of the UN Convention on the Rights of Persons with Disabilities”. This event was organized under UNDP’s “Promoting Participation Pathways for Human Development Enhancing Pathways for Human Development” (3P4D) initiative, funded through UNDP’s Funding Windows mechanism with support from the Governments of Luxembourg, Denmark, and the Republic of Korea.
The dialogue brought together over 80 participants, including representatives from government agencies, civil society organizations, international partners, and councils dedicated to advancing the rights of persons with disabilities. Discussions focused on policy solutions to strengthen participatory approaches in implementing Mongolia’s Action Plan for Executing the Recommendations of the UN Committee on the Rights of Persons with Disabilities.
Mr. Naidalaa Badrakh, Member of Parliament and Chairperson of the Standing Committee on Human Development and Social Policy, stated that, "Our committee is committed to fostering changes in attitudes and perspectives, particularly in ensuring the rights of persons with disabilities. We will give full attention and support to policy changes through the participation of all stakeholders, including all gathered here today.”

The event also showcased innovative grant projects under the 3P4D Grant Programme, which supports government and civil society organizations in piloting innovative, stakeholder-driven initiatives that advance participation agendas across sectors. Currently, 15 grant projects are underway, including three focused on disability inclusion, implemented by organizations representing persons with disabilities.
Ms. Lin Cao, UNDP Deputy Resident Representative in Mongolia, remarked: “Inclusive governance is fundamental to building an equitable world. This means creating transformative pathways that ensure persons with disabilities are not only included but actively shape the decisions that affect their lives.” She commended the three grant project implementers for their efforts to remove barriers, promote accessibility, and ensure equal participation in social and economic life for persons with disabilities.

That is why we strive to make higher education more accessible, creating the essential conditions for persons with disabilities to live independently.”

With UNDP’s support, two of the eight General Comments issued by the UN Committee on the Rights of Persons with Disabilities were made available in the Mongolian language for the first time and launched during the dialogue.
