Khovd Province, Mongolia, 26 August 2026. Representatives of the Green Climate Fund (GCF) and the United Nations Development Programme (UNDP) visited Khovd Province to review how climate finance is supporting locally led adaptation solutions that strengthen the resilience of rural herder communities, improve sustainable rangeland management, and protect critical water resources under the Improving Adaptive Capacity and Risk Management of Rural Communities in Mongolia (ADAPT) Project.
The visit included Diane Jegam, GCF Regional Manager for East and South Asia; Godfrey Oluka, GCF Investment Officer responsible for Mongolia; and representatives of UNDP and national and local implementing partners.
In Chandmani soum of Khovd Province, the delegation visited GCF-funded interventions, including riparian forest restoration, hay and fodder storage facilities, engineered wells, small water ponds, and spring protection measures. The delegation also met with local authorities, technical organizations, and herder representatives to discuss how these investments are helping communities manage climate risks and protect the natural resources on which their livelihoods depend.
Herders and local stakeholders shared that improved access to water, better preparedness for extreme weather events, and stronger community participation in natural resource protection are helping reduce vulnerability and build more resilient rural livelihoods.
“I am very pleased to have had the opportunity to see firsthand the tangible results of Green Climate Fund investments being successfully implemented in Khovd Province through the ADAPT Project,” said Diane Jegam, Green Climate Fund Regional Manager for East and South Asia. GCF representatives further noted that the project’s investments extend beyond infrastructure by combining community participation, herder livelihoods, and sustainable natural resource management to deliver practical benefits for people and ecosystems.
The ADAPT project’s experience in Khovd demonstrates how climate finance can translate into practical, community-owned solutions for rural resilience. These results and partnership approaches was shared during the 17th Conference of the Parties to the United Nations Convention to Combat Desertification, where GCF and UNDP jointly hosted a side event to showcase Mongolia’s experience in locally led adaptation, land restoration, and resilience-building.
The ADAPT Project is implemented by the Government of Mongolia with support from UNDP and financing from the Green Climate Fund. The project aims to strengthen the climate resilience of rural herder communities in climate-vulnerable provinces through climate-informed planning, ecosystem-based adaptation, sustainable land and water management, and support for resilient livelihoods.
