UNDP Supported the Roundtable “Youth and State Institutions: Joint Steps Against Corruption”

Bishkek, 8 December 2025 — The United Nations Development Programme (UNDP) supported the roundtable “Youth and State Institutions: Joint Steps Against Corruption,” initiated by the Prosecutor General’s Office of the Kyrgyz Republic and dedicated to the International Anti-Corruption Day. The event brought together government bodies, universities, civil society, and international partners, serving as an important platform for professional dialogue and the exchange of experience aimed at strengthening integrity, transparency, and accountability in the country.

Deputy Prosecutor General of the Kyrgyz Republic Baymurza Maatov stated: “Combating corruption requires a systematic approach and genuine public engagement. Young people are the state’s key partners in promoting integrity and the rule of law. The joint steps we discuss today will form the basis for sustainable practices of transparency and accountability across all sectors.”

UNDP consistently supports the strengthening of the national anti-corruption architecture through analytical, institutional, and educational efforts. In cooperation with national authorities and expert communities, joint research on anti-corruption policies, mechanisms, and local practices is being undertaken. Four legal analyses of key laws of the Kyrgyz Republic — On Public Procurement, On the Protection of Persons Reporting Corruption Offenses, On Conflict of Interest, and On Combating Corruption — have been conducted to assess their alignment with the UN Convention against Corruption and international standards. 

“It is a great honor for UNDP to participate in this event dedicated to the International Anti-Corruption Day. We highly appreciate the initiative of the Prosecutor General’s Office and the opportunity to unite the efforts of the state, civil society, the private sector, international partners, and young leaders toward building fair and sustainable institutions that earn the trust of citizens,” said Alexandra Solovieva, UNDP Resident Representative in the Kyrgyz Republic. 

Institutional resilience and prosecutorial capacity are being strengthened in parallel: draft documents have been prepared, including the Strategy for the Development of International Legal Cooperation of the Prosecutor General’s Office and the State Programme on Anti-Corruption Information Policy for 2025–2027. These align with the State Anti-Corruption Strategy for 2025–2030 and the National Development Programme until 2030. Special attention is devoted to strengthening institutional integrity, preventing corruption, conducting anti-corruption reviews, and improving regulatory legal acts. 

Political Affairs Advisor at the U.S. Embassy in the Kyrgyz Republic, Melissa Crawford, noted: “Today’s event highlights the global significance of the International Anti-Corruption Day and reinforces the shared commitment to transparency and accountability. It provides an important platform for uniting government bodies, universities, youth, and international partners in the fight against corruption.” 

A significant part of the work focuses on human resource development: together with the Academy of Public Administration under the President of the Kyrgyz Republic, a 120-hour master’s programme titled Effective Governance and Anti-Corruption was implemented. Seventeen specialists from the prosecution bodies, ministries, local self-government, and civil society completed the programme. 

Additional tools for prevention and public engagement continue to expand: civic initiatives promoting transparency are being supported, digital solutions are being developed, monitoring and reporting mechanisms are being improved, and dialogue among the state, private sector, and NGOs is being strengthened. These efforts will continue in 2026.
