The National Institute for Strategic Initiatives under the President of the Kyrgyz Republic, with the technical support of the United Nations Development Programme, organized a training seminar for representatives of pilot regions on the implementation of the Delivery Unit (DU) approach and management accountability mechanisms in the public administration system in line with the “Debureaucratization”.
NISI, with UNDP Support, Conducts Training on Delivery Unit Implementation

The objective of the training is to equip regional teams with practical skills in planning, monitoring and implementing priority projects using Delivery Unit tools, aimed at strengthening the effectiveness of public administration.
The training takes place on 22–24 April 2026, with the participation of representatives from pilot oblasts, line ministries and NISI experts.
Opening remarks were delivered by:
Adilbek uulu Shumkarbek, Director of the National Institute for Strategic Initiatives under the President of the Kyrgyz Republic;
Yuriy Vladislavovich Bedash, Expert of the Department of Civil and Municipal Service of the Presidential Administration of the Kyrgyz Republic;
Patrick Haverman, Deputy Resident Representative of the United Nations Development Programme in the Kyrgyz Republic, noted:
“The Delivery Unit model is designed to help focus government action on a limited number of priority issues, track progress through data and measurable indicators, identify bottlenecks quickly and support timely solutions. In this sense, Delivery Units can help bridge the gap between strategic decisions at the national level and real changes experienced by people in regions and communities.
This approach is especially relevant for the implementation of the National Development Programme of the Kyrgyz Republic until 2030. The Programme sets an ambitious vision for sustainable, inclusive and regionally balanced development. To achieve this vision, strong strategies must be matched by effective implementation — in every region, every district and every community.
For UNDP, this agenda is closely linked to our long-standing cooperation with the Government of the Kyrgyz Republic on effective governance, public administration reform, digital transformation, regional development and accountable institutions. It is also directly connected to the Sustainable Development Goals, especially SDG 16, which calls for effective, accountable and inclusive institutions, and to the principle of leaving no one behind.”
During the opening ceremony, emphasis was placed on the importance of introducing modern management tools aimed at strengthening executive discipline, enhancing process transparency and orienting the work of public institutions toward the achievement of concrete, measurable results.
