The event was organised by the General Prosecutor’s Office of the Kyrgyz Republic and UNDP under the Access to Justice project, implemented with financial support from the Ministry for Foreign Affairs of Finland. The training builds on the results of a joint initiative carried out by UNDP and the Association of Judges of the Kyrgyz Republic in 2023–2024, which included a baseline assessment, capacity-building programmes for judges, prosecutors and lawyers, and technical support to the Supreme Court in preparing materials for the Plenum on environmental cases. 

The training programme covered core areas of environmental legislation and Kyrgyzstan’s international obligations, the national climate agenda, enforcement practice on damage assessment and detection of violations, prosecutorial supervision in the field of subsoil use, and judicial procedures for environmental disputes. Trainers and experts were drawn from the General Prosecutor’s Office, the Supreme Court, the Ministry of Natural Resources, the Association of Judges, and the Bar Training Centre. 

«Environmental protection and the rational use of natural resources are among the key priorities of state policy. In this regard, effective prosecutorial oversight of compliance with environmental legislation, the timely identification and prevention of violations, as well as ensuring the protection of the legitimate interests of the state and the environmental rights of citizens are of particular importance,” said Inzilbek Abraliev, Head of the Department for Supervision over Compliance with Laws by State and Local Government Bodies of the General Prosecutor’s Office of the Kyrgyz Republic. 

"The establishment of the Environmental Prosecutor's Office is a significant milestone for the Kyrgyz Republic. Environmental justice is not only about protecting nature. It is about protecting people — clean water, healthy communities, responsible use of natural resources, and ensuring that environmental laws are applied fairly and effectively. Today's training builds on many years of cooperation between UNDP, the Association of Judges, the Supreme Court, the General Prosecutor's Office, and the Ministry of Natural Resources," said Patrick Haverman, UNDP Deputy Resident Representative in the Kyrgyz Republic. 

A follow-up training will be held in Osh on 14 August. Together, the two events will reach all 22 staff members of the Environmental Prosecutor’s Office, along with prosecutors from territorial offices and representatives of the authorised environmental protection authority.
