New trends and practices of local governments contribute to improving the quality of life of citizens

Mayors, presidents of councils/assemblies and coordinators of the MEG2 project from 31 local administrations from Bosnia and Herzegovina participated in the conference during which experiences were exchanged and good practices of local administration in BiH, the surrounding area and the countries of the European Union were presented.

The conference was organized within the Municipal Environmental Governance (MEG2) project, which is jointly financed by the Government of Switzerland, Sweden and the Government of the Czech Republic, as well as the European Union, and is implemented by the United Nations Development Programme (UNDP) in Bosnia and Herzegovina.

The purpose of the conference was to enable full understanding and acceptance of new trends and practices in the work of local administration, such as more efficient functioning of the assembly/council, greater transparency and responsibility of local administrations, simpler participation of citizens in the decision-making process, as well as a general increase in the efficiency and effectiveness of work local administrations. All these practices contribute to improving the quality of life of citizens.

During the event, awards were also given to the eight local self-government units (LGUs) that made the most progress in the field of good governance and environmental protection during the first grant awarding cycle. These are Prnjavor, Žepče and Prijedor in the category of more experienced LGUs on the MEG project, and Ilijaš, Laktaši, Šamac, Trebinje and Orašje in the category of new LGUs. These local governments were entitled to financial support for the implementation of their environmental infrastructure projects during 2023, in the total amount of 950,000 dollars.

During the conference, the positive effects of the implementation of Medium-term Action Plans (SAPs) on improving the results of local administration in Bosnia and Herzegovina were reviewed.

The importance of two-way communication between local administrations and citizens was underlined, and for this purpose the online tool eCitizen (www.ecitizen.ba) was promoted, as well as modern technologies in general.

In addition, the local administrations confirmed that, with the continuous technical support of the MEG2 project, they will actively and intensively work on the implementation of SAPs in the coming period, and the harmonization of the legal framework and regulations with standards and existing good practices in local governments was discussed.
