European Union-Caribbean Resilient Programme
Background
The European Union-Caribbean Resilient Programme (EU-CA-RES) seeks to strengthen resilience to external shocks by improving preparedness, recovery capacity, and risk-informed decision-making across Caribbean countries.
Through a partnership between UNDP and the United Nations Office for Disaster Risk Reduction (UNDRR), the programme supports governments, communities, and the private sector to better prevent, minimize, and recover from the impacts of disasters and other crises.
Backed by a €4 million grant from the European Union, the four-year initiative combines investments in multi-hazard early warning systems, resilient recovery planning, disaster risk financing, community preparedness, and post-disaster assessment capacities.
UNDP will work with governments in Belize, Jamaica, Grenada, St. Vincent and the Grenadines to review their current recovery practices, policies, institutions and finance capacities to strengthen their readiness for recovery. This also includes training government officials to plan and promote data-driven decision making in their recovery efforts.

Expected Results
- Strengthened Caribbean institutions and private sector capacities for the implementation of Multi-Hazard Early Warning Systems (MHEWS) in-country work programmes (led by UNDRR).
- Strengthened Caribbean Institutions and communities’ policy, governance and finance capacities to plan and implement resilient recovery processes (led by UNDP)
- Enhanced Caribbean countries’ capacities in conducting Post Disaster Needs Assessment and developing Recovery Frameworks (led by UNDP)
