Gender analysis of the General State Budget proposal of Angola 2025

Developed under the Pro PALOP–TL Programme (Phase III), with the support of the European Union and UNDP, this analysis consolidates Angola’s progress in integrating a gender perspective into public finance management. Its objective is to inform the preparation of the 2026 State Budget and to promote more inclusive and transparent governance.

Drawing on the Pro PALOP–TL Model for Integrating Gender in the Budget Cycle, the study examines key entry points for gender-responsive budgeting, reviews the evolution of Angola’s State Budget since 2017, and identifies emerging good practices.

The publication reflects the commitment of Angola and the PALOP–TL countries to gender equality, transparency, and good governance, in line with CEDAW, the Beijing Platform for Action, and the Sustainable Development Goals, particularly SDG 5.
