Institutionalizing M&E for Uzbekistan’s Digital Transformation

Uzbekistan is rapidly advancing its digital transformation under the Digital Uzbekistan 2030 strategy, which promotes innovation as a driver of economic growth, youth empowerment, and inclusive development. To support this vision, UNDP and the Ministry of Economy and Finance implemented the project “Empowering the Youth to Embrace the Digital Economy and Digital Entrepreneurship.”

As part of this effort, a dedicated assignment was carried out to strengthen institutional capacity for monitoring and evaluating youth-focused digital entrepreneurship programs. The work included assessing existing M&E practices, developing a tailored framework, delivering a five-day capacity-building program for civil servants, and preparing a draft Government Decree to institutionalize M&E practices.

Key outputs include an Assessment Report, an M&E Methodology Guide, a Draft Decree, and a Training Program through which 35 civil servants enhanced their skills. Together, these steps lay the foundation for evidence-based policymaking in Uzbekistan’s digital economy.
