Uzbekistan Accelerates Article 6 and JCM Implementation with Policy dialogue in Tashkent

TASHKENT, 27 February 2026 - A high-level roundtable held today in Tashkent brought together government institutions, development partners, and technical experts to advance Uzbekistan’s readiness for international carbon markets under Article 6 of the Paris Agreement. Organized jointly by UNDP and the Ministry of Economy and Finance, with financing from the Government of Japan, the event focused on strengthening the country’s emerging framework for the Joint Crediting Mechanism (JCM) and mobilizing climate finance for low-carbon development.
Opening remarks were delivered by Mr. Umid Abidhadjaev, Deputy Minister of Economy and Finance; and Mr. Anas Fayyad Qarman, UNDP Deputy Resident Representative. They emphasized the importance of international cooperation and robust institutional arrangements to ensure that Uzbekistan can benefit from carbon market opportunities while advancing its national climate commitments.
Technical experts of UNDP outlined the strategic steps required for Article 6 implementation, including regulatory instruments, institutional roles, and procedures for authorizing Internationally Transferred Mitigation Outcomes (ITMOs). Representatives from international organizations, and national experts contributed to the discussions, underscoring broad support for Uzbekistan’s transition toward a low-carbon, climate-resilient economy. They also discussed the development of the Article 6 Initial Report, an essential milestone for operational readiness and a signal to private investors.
The roundtable helped consolidate stakeholder feedback on the proposed implementation framework and strengthened coordination among ministries and agencies involved in climate policy, energy efficiency, and carbon market governance.
