Empowering Trainers to Advance Programme Budgeting in Uzbekistan

Tashkent, 24 October 2025 - On October 22-24, 2025, UNDP and the Ministry of Economy and Finance of the Republic of Uzbekistan, within the framework of the joint project “Public Finance for Development in Uzbekistan” held a three-day training of trainers (ToT) on program budgeting.
The training was attended by specialists from the Ministry of Economy and Finance, the Institute of Fiscal Studies, teachers from the Training Center, as well as specialists from sectoral ministries that started piloting the programme budgeting in 2025, including the Agency for Social Protection, Ministry of Agriculture, Ministry of Water Resources, Ministry of Ecology, Environment Protection and Climate Change, Ministry of Pre-school and School Education, Ministry of Higher Education, Science and Innovations, State Assets Agency and others.
The main objective of the training was to prepare trainers with knowledge and practical skills in developing, implementing and monitoring budget programmes, aligned with national legislation and international best practices.
The training sessions were conducted in the format of lecture presentations led by international consultant Tatiana Vinogradova, and teamwork, including group discussions, facilitated by UNDP national experts.
As a result, the participants gained a solid understanding of result-based management, practical experience in developing budget programmes, insights into defining outputs and final outcomes, as well as learned methods for estimating programme costs and conducting monitoring. They also had the opportunity to analyze and discuss pilot budget programme passports.
Sherkhon Sayfutdinov, Head of Division on Assessment of Budget Expenditures Efficiency and Introduction of Programme-Based Budgeting practices at the Ministry of Economy and Finance, noted that the training was highly beneficial. “The training gave participants a clear understanding of approaches and methods for developing, monitoring and evaluating budget programmes. It also contributed to their professional growth and strengthened their knowledge and skills in programme budgeting,” noted Sherkhon Sayfutdinov.
During the training sessions, participants also gained hands-on experience in preparing training modules and strengthening their capacity to train other specialists in programme budgeting.
“At the Training Centre of the Ministry of Economy and Finance, we train financial specialists across the whole public sector. As Uzbekistan introduces programme budgeting, this ToT helped us explore practical approaches and key aspects that will be useful for our future training activities,” said Shoira Mirzakhidova, Head of the Division of Public Finance, Training Centre of the Ministry of Economy and Finance.
After successful completion of the training, participants were awarded Certificates of Participation. Following the training, participants will share their acquired knowledge within their institutions, equipping other professionals with knowledge and tools in program budgeting.
The project “Public Finance for Development in Uzbekistan” is a joint initiative of UNDP and the Ministry of Economy and Finance of Uzbekistan funded by the Ministry of Finance of the Slovak Republic. The project supports the transformation of the country’s planning and budgeting system by aligning it with the SDGs, integrating green priorities, and strengthening programme-based budgeting.
