Analytical Report “Public opinion on state electronic services in Ukraine in 2025”

This report presents the findings of a sociological survey, conducted by the Kyiv International Institute of Sociology (KIIS) regarding the use of state digital services and the internet among Ukrainians in 2025.

The nationwide survey was conducted in September and October 2025 via computer-assisted telephone interviews (CATI). The sample included citizens aged 18 and over living in territories under the control of Ukraine’s government. 

This is the sixth iteration of the survey, following previous studies conducted in 2024, 2023, 2022, 2021, and 2020. The results of the previous studies are also compared in the report.

The study was commissioned by the United Nations Development Programme (UNDP) in Ukraine under the DIA Support Project іmplemented with the financial support of Sweden, in partnership with the Ministry of Digital Transformation of Ukraine.
