EU and UNDP provide rescuers with specialized equipment worth over US$410,000 for work in frontline communities

Ukrainian rescuers in Zaporizhzhia receive specialized emergency equipment as part of a support initiative by the EU and UNDP. This gear will enhance their capacity to respond swiftly and effectively to emergencies in high-risk areas.
Kyiv, 10 February 2025 — The European Union (EU) and the United Nations Development Programme (UNDP) in Ukraine are systematically enhancing the capacity of the State Emergency Service of Ukraine (SES), equipping rescuers in the most challenging conditions with essential specialized gear. The SES units in Donetsk, Dnipropetrovsk, Zaporizhzhia, Chernihiv, Kharkiv, and Kherson oblasts have received advanced technical equipment, while local firefighting teams in 10 communities across Kharkiv and Dnipropetrovsk oblasts have been also provided with critical tools. The total value of the equipment exceeds US$410,000 (more than 17 million UAH).
Rescuers in these departments operate in challenging and hazardous conditions, particularly near the frontlines, where constant shelling and large-scale destruction create significant obstacles for emergency services. The newly provided equipment will greatly enhance their technical capacity, enabling swifter emergency responses, the efficient mitigation of attack consequences, rapid debris clearance, and the execution of critical rescue operations in high-risk areas.
Among the specialised equipment delivered, rescuers received explosion-proof flashlights for nighttime and low-visibility operations, jackhammers, and battery-powered combination rotary hammers for debris removal. They were also supplied with battery-operated telescopic hydraulic jacks, which are essential for quickly reaching people trapped in collapsed buildings and damaged vehicles. Additionally, the deliveries included fire hoses, chainsaws, and motor pumps to strengthen firefighting efforts and enhance flood management caused by shelling and other emergencies, further improving the capacity of local firefighting teams in frontline communities.
Stefan Schleuning, Head of Cooperation at the EU Delegation to Ukraine, underscored that strengthening the capacities of rescuers and emergency services is a priority of the EU’s support for Ukraine. “The speed and efficiency of first responders’ work directly impact the number of lives saved,” said Mr Schleuning. “Together with partners, we will continue to equip them with modern tools to respond rapidly to threats, mitigate risks, and protect civilians.”
Jaco Cilliers, UNDP Resident Representative in Ukraine, emphasized that operating in such challenging conditions requires not only extensive training but also reliable technical support. “Rescuers face daily challenges that demand swift and coordinated actions in high-risk areas,” said Mr Cilliers. “Providing them with the necessary resources is not just assistance — it is a vital investment in strengthening safety and protecting lives in the communities most affected by the war.”

The equipment delivery is part of a broader support programme implemented by the EU and UNDP as part of the flagship EU-UNDP partnership “EU4Recovery — Empowering Communities in Ukraine” that aims to strengthen community resilience and enhance residents’ ability to respond to current challenges, particularly amid active hostilities of war and post-destruction recovery efforts.
