Kyiv, 7 August 2026 – The Digital Accessibility Competence Centre, operating under the Diia State Enterprise, has launched a new web accessibility website. The resource was created with the support of the United Nations Development Programme (UNDP) in Ukraine within the framework of the DIA Support Project, implemented with funding from the Government of Sweden.

The new website will serve as a single point of access to practical information on web accessibility for representatives of government agencies, developers and everyone working on the creation of digital products. It aggregates key digital accessibility requirements prescribed by Ukrainian legislation for government websites, checklists for developers, educational and analytical materials, as well as tools for checking website accessibility.

In addition, the Digital Accessibility Competence Centre conducts digital accessibility audits of government websites, mobile applications and electronic documents. To request an audit, representatives of government agencies can send a request to the email address: accessibility@thedigital.gov.ua

“Web accessibility is not about rules or requirements; it is the new normal and respect for every citizen. Thousands of people daily need accessible digital services to study, work, and interact with the state. This number is constantly growing due to the war. That is why it is crucial for the Ministry of Digital Transformation to support the creation of an increasing number of inclusive websites. There should be no online barriers,” said Oleksandr Zakusylo, Deputy Minister of Digital Transformation of Ukraine.

The Digital Accessibility Competence Centre is the first state centre working on digital accessibility issues in Ukraine. It was established in 2024 under the Diia State Enterprise. The Centre focuses on developing the accessibility of Diia services and information resources of the Ministry of Digital Transformation, as well as advising government authorities on implementing digital accessibility.

Digital accessibility is mandatory for government agencies in Ukraine in accordance with the Cabinet of Ministers Resolution No. 757. Web accessibility requirements are defined by the state standard that entered into force in 2022. To facilitate their implementation, UNDP, with the support of Sweden, has for the first time provided the official translation into Ukrainian of the international Web Content Accessibility Guidelines (WCAG) 2.1, which formed the basis of the state standard.

Improving digital accessibility is one of the key areas of cooperation between the Ministry of Digital Transformation, UNDP and the Government of Sweden. Starting from 2021, the Ministry of Digital Transformation and its partners have been conducting training on the basics of web accessibility for public servants. Over five years, more than 5,000 representatives of state and local government authorities learned how to create accessible websites and online content. In 2026, the CDTO Campus and UNDP trained the first cohort of web accessibility specialists for government agencies.

Other joint initiatives include the launch of the educational series Web Accessibility on the Diia.Education platform and the annual monitoring of basic web accessibility of 100 government websites.
