The Ministry of Digital Transformation has launched a new universal card in the Diia application.
New Diia.Card consolidates government payments into a single account

Kyiv, 13 August 2025 – The Ministry of Digital Transformation of Ukraine has introduced the Diia.Card, a universal card designed to consolidate targeted and non-targeted state payments for Ukrainians. The card is now available in the Diia application and through three partner banks.
The Diia.Card combines multiple state programme accounts, such as “e-Book” and “Veteran Sports,” with a general account for other payments, including assistance for internally displaced persons and pensions. Users can also store their own savings on the card and make mixed payments, combining funds from support programmes with their own money.
Ukrainians can open a multi-account card via the Diia application or a partner bank’s application. The process involves selecting “Diia.Card” in the “Services” section, choosing a bank, and signing a consent form. The service is available to all adult Ukrainians who have a passport and a tax identification code.
Upcoming payments, such as those for the “Schoolchild’s Package,” will also be received on the Diia.Card. However, separate cards will remain for the “National Cashback” and “eRecovery” programmes.
Diia.Card was implemented by the Ministry of Digital Transformation of Ukraine with support from the DIA Support Project, which is implemented by the United Nations Development Programme (UNDP) in Ukraine with funding from Sweden.
Earlier in July, Ukraine's Government announced the launch of aid for first graders’ parents, allowing them to submit applications for assistance through the Diia e-government application. UNDP and Sweden also supported the development of this service.
