A comprehensive new service, developed with support from UNDP and Sweden, combines several social payments into one
Basic Social Assistance now in Diia: New single payment simplifies support for families

Kyiv, 22 September 2025 – The state is revolutionizing its approach to supporting Ukrainians. For the first time in the country’s history, several social benefits for low-income families will be combined into a single monthly payment.
Starting now, Ukrainians who receive multiple types of state social benefits will no longer need to apply for each one separately – a single application for basic social assistance in the Diia mobile app is all that’s required.
The service is available to families who already receive social assistance, including: assistance to low-income families, child benefits to single mothers, and temporary assistance for children whose parents evade paying alimony or whose whereabouts are unknown.
The payment amount will be calculated automatically based on each family’s unique composition and income, ensuring a transparent and fair decision for every applicant. Initially, the service is available to families who already receive the social assistance types listed above. The programme is expected to expand later to include other eligible families.
The service is not available to those who are in temporarily occupied territories, in the zone of active hostilities, or abroad.
To apply, individuals must update their Diia app, navigate to the “Services, State Assistance” section, and select “Basic Social Assistance.” The application is then signed using Diia.Signature, and a decision and payment will be delivered to their Diia.Card.
This initiative was implemented by the Ministry of Digital Transformation and the Ministry of Social Policy, Family, and Unity of Ukraine. It was developed with the assistance of the DIA Support Project, which is funded by Sweden and implemented by the United Nations Development Programme (UNDP) in Ukraine.
Previously, UNDP, with funding from Sweden, also supported the development by the Ministry of Digital Transformation of Diia.Card, a universal card for targeted and non-targeted government payments.
