ENTRY IN THIS COMPETITION CONSTITUTES YOUR ACCEPTANCE OF THESE OFFICIAL RULES

Mobile App Competition for Public Service Delivery- (the “Competition” or “Contest”) is designed to encourage people (the “Entrant(s)”) to share their ideas for developing mobile apps for the citizens of Rwanda to that can be downloaded on mobile phones and be used by citizens for continuous feedback on authorities on the level of public service delivery. They can submit ideas (the ideas). While preparing the idea, the entrant, must also explain how it will benefit Rwanda Governance Board (RGB). Judges will choose the winning entries, and prizes will be awarded in accordance with these Official Rules (the “Rules”) of this competition listed here in after:

ATTENTION: We are inviting only your ideas to develop Mobile Apps. You need not have to develop apps for this competition.

About Rwanda Governance Board (RGB): Rwanda Governance Board (RGB) is a national institution established by law No 41/2011 of 30/09/2011 to serve as ONE STOP Center for Governance matters. Its core missions include but not limited to  promoting the principles of good governance and decentralization in public and private institutions, monitoring governance practices  in political, public, corporate and civic  domains and give policy related proposals and policy advocacy. It is also charged with regulatory functions for democratic institutions including registration of political parties, NGOs and FBOs spearhead media development and coordinate media sector reforms,  develop mechanisms geared towards increased participation and observance of accountability; document conduct research applied to  governance, strategic engagements with national and international stakeholders on governance matters, participation in policy initiation in the areas of governance and provide policy advocacy and advisory services to the GoR for achieving good service delivery, sustainable development and prosperity.

ENTRY FEE: There is no entry fee for this contest.

COMPETITION: To develop a mobile solution to complement / enhance and ease the efforts of RGB aimed at monitoring service delivery in Rwanda; in order to continuously provide feedback to policy makers and implementers.  

The solution should therefore;

1.Provide easily searchable information regarding service charters of different institutions

2.Enable citizens to make enquiries on different public services provided by the government

3.Instantaneously report corruption and poor service delivery

The competitors will work in collaboration with RGB and other stakeholders to develop a concrete ideas / solutions and build their workable prototypes.

NUMBER OF ENTRIES: One per individual or group of individuals

LANGUAGE: English

REQUIREMENTS:

1.Confidentiality: Secure anonymity of the citizens who are reporting/requesting the service while preventing scam

2. Location: The Location of the use of this instrument is limited to Rwanda but further provisions for regional replication as best practice could be made

3. Mobile platforms the app target: Application developed should work in variety of mobile phone platforms, including smartphones and feature phones, with or without constant internet access.

4. Target group: Potential users of the app are the citizens and residents of Rwanda.

PUBLICATION OF RESULTS:

1) The proposed preliminary prototypes for the mobile solution will be presented at  a Google Hangout called together at the beginning of December. The presented prototype package should include: problem definition, suggested solution and a mock-up (wireframe) of its operation, and the technology that will be applied to solve the problem as well as the technique (sequence of steps and actions) for addressing the issue.

JUDGING COMMITTEE:

A group of experts (consisted of MYICT, RGB, and One UN -UNDP) will evaluate the proposed ideas and 5 semi-finalists will be selected

SELECTION OF WINNERS:

The list of pre-selected teams will be announced in an event and using social media and a Google Hangout. Each one of the teams will develop their ideas further and will refine the prototype of the solution with the use of the proposed technology. A modest allowance will be provided to the pre-selected candidates.

2) The selected teams will be working with technical teams of TIGO at Think Hub in Kigali, and or other experts of their choice in Rwanda. This work will continue after announcement of the semi-finalists.

PRIZES ON OFFER:

Award ceremony will be organized to announce the winner of the competition publicly. The teams will be awarded with the following prizes:

1st Prize:     USD 5,000

2nd Prize:     USD 2,000

3rd Prize:      USD 1,500

In addition to the cash prize, the first winner (team) will receive business training and mentoring by selected experts and launch the mobile solution. The launch will happen upon agreement and prior testing by RGB. At this stage, the team will be involved in public presentations of the solution.

OTHER CONDITIONS:

The organizers of the contest, including the Ministry of Youth and ICT (MYICT), Rwanda Governance Board (RGB) and One UN Rwanda, reserve the right to change the details of these terms of reference, modify the desired results, timeframes and modalities of delivery to best suit the purpose of collaborative design of the intended product. Participants and innovators will be kept informed of the change through the websites in which this ToR are advertised.
