UNDP has been formally invited to work in Rwanda by the national Government. The Standard Basic Assistance Agreement (SBAA) is a legal contract between the Government of Rwanda and the United Nations Development Programme. It outlines general conditions for UNDP cooperation under which all UNDP programme activities are carried out.
