Rwanda’s Transition to a Knowledge-Based Economy: Pathways and Policy Priorities

Rwanda aims to become a high-income country by 2050 through a knowledge-based economy driven by innovation, technology, and human capital. Vision 2050 and NST2 emphasize STEM education, lifelong learning, research, and digital transformation. The country is expanding broadband, digitizing government services (Irembo, RNDPS 2.0), and fostering innovation ecosystems like Kigali Innovation City. 

UNDP supports inclusive growth, innovation financing, and policy intelligence, ensuring equitable access for women, youth, and rural populations. Regional integration via AfCFTA and private-sector engagement are key. Success depends on execution, inclusion, and institutional agility, positioning Rwanda as a continental leader in sustainable, knowledge-driven development.
