Bosnia and Herzegovina has committed to advancing the 2030 Agenda for Sustainable Development and progressing toward European Union membership. Yet the country continues to face strategic governance challenges, including institutional fragmentation, limited policy coordination, uneven service delivery, persistent inequalities and gaps in public trust.

Through its Effective Governance Sector, UNDP supports the strengthening of accountable, transparent and rights-based public institutions that deliver for all people. Our work advances reforms that reinforce the rule of law, community security and access to justice, while strengthening strategic planning, evidence-based policymaking and sound public finance management.

UNDP promotes digital transformation and modernized administrative systems to improve efficiency, transparency and interoperability across institutions. By supporting open data, digital public services and innovation in governance, we help authorities provide more equitable and people-centred services and address systemic governance gaps.

At the local level, UNDP works with municipalities, cantons and communities to improve service delivery, enhance citizen participation and strengthen oversight mechanisms. Particular attention is given to ensuring that women, youth and groups at risk of being left behind benefit from improved public services and greater inclusion in decision-making processes.

Engagement with civil society and community actors is strengthened to broaden participation, reinforce accountability and foster social cohesion. By combining system-wide reforms with area-based interventions, UNDP contributes to resilient, inclusive and future-ready governance systems that support a more cohesive and equitable society in Bosnia and Herzegovina.
