From electronic labour Booklet to a Digital Ecosystem

Digitalization of labour relations is an important direction of public administration and labour market reform in Uzbekistan. Since January 2020, the my.mehnat.uz portal has served as the country's unified system for maintaining electronic labour booklets and registering employment contracts, evolving into an important state information resource that affects employees' work experience, employment history, and access to related public services.

This analytical report examines inquiries submitted through the portal's official Telegram support group to identify recurring user needs, functional gaps in service delivery, and challenges in the current support model. Drawing on international experience from Russia, Kazakhstan, and Estonia, the report proposes an institutional model in which the state maintains a unified labour relations data registry and establishes common standards, while private-sector providers develop digital solutions in compliance with these standards.

The Analytical Report was developed in the framework of the EU-funded project “Further Improvement of Public Services Delivery in Uzbekistan”, implemented by the United Nations Development Programme (UNDP) in partnership with the Ministry of Justice of the Republic of Uzbekistan.
