Prevention of corruption and strengthening integrity in the public sector represent key steps toward building citizens’ trust and improving the quality of institutional performance. Success in this area depends not only on adopting anti-corruption policies, but also on their actual implementation and systematic monitoring through measurable and transparent processes.
UNDP, in cooperation with the Agency Prevention of Corruption, has prepared the “Guide for Building Integrity,” which depicts how the first Montenegrin model for assessing the implementation of anti-corruption measures in the public sector was developed and how it is applied.
The Guide presents the development and application of the Methodology for Assessing the Implementation of Anti-Corruption Measures, based on the model of the Anti-Corruption and Civil Rights Commission of the Republic of Korea. This tool was developed with the active participation of the institutions involved in the assessment.
Using this model, the Agency assessed how institutions in 5 out of 10 public sectors manage corruption risks, implement internal controls, foster transparency in their work, and promote professional conduct and ethical culture.
The Guide is designed as a practical tool for:
institutions planning to develop a system for institutional integrity assessment;
anti-corruption agencies/institutions mandated to create tools for corruption prevention;
international organizations, bilateral donors, and development partners providing technical and financial support for establishing and strengthening integrity mechanisms in the public sector.
The goal is to make Montenegro’s experience in establishing a system for assessing the implementation of anti-corruption measures—based on domestic expertise and inspired by international practices—available to countries wishing to develop similar mechanisms.
