Integrity in Action: Assessment Report on the Implementation of Anti-Corruption Measures for the Health Sector

December 23, 2025

The Agency for the Prevention of Corruption, in cooperation with UNDP Montenegro, has developed a Methodology for Assessing the Implementation of Anti-Corruption Measures as a new tool in the fight against corruption. The purpose of this methodology is to evaluate whether government bodies are implementing anti-corruption measures, the extent to which these measures have led to tangible changes, and to encourage institutions to take a proactive approach in planning and implementing anti-corruption measures that are not prescribed as mandatory.

Following assessments conducted in the sectors of public administration, social and child protection, the judiciary, and local self-government, the methodology was applied to the healthcare system. In developing the methodology for these sectors, due consideration was given to the recommendations outlined in the Assessment of Anti-Corruption Initiatives methodology developed by the Anti-Corruption and Civil Rights Commission of the Republic of Korea.

The healthcare system report covers 30 public institutions and presents results across four categories related to the management of corruption risks. The report concludes with recommendations aimed at supporting decision-makers in the healthcare sector by identifying areas of systemic weakness and proposing appropriate responses.

The development of the methodology and the healthcare assessment report was supported by the Government of the Republic of Korea through UNDP. Throughout this process, the Agency for the Prevention of Corruption was assisted by consultants Dragana Krunić and Marko Sošić.
