In 2024, Montenegro made significant strides towards sustainable development and European integration with support from UNDP and its partners. UNDP’s work focused on four key areas – Social Inclusion, Gender Equality, Environment and Climate Resilience, and Good Governance – aligning with national priorities and the UN Sustainable Development Cooperation Framework. 

Moreover, UNDP Montenegro is adopting systems thinking, a portfolio approach, and creative platforms to adjust its business model to respond more efficiently to the Government`s needs, focusing on business environment improvement, digital and green transitions, human capital development, and structural reforms, outlined in the Reform Agenda over the next three years. 

Emphasis was placed on systemic changes through policy reform and innovative projects to address Montenegro’s persistent vulnerabilities while accelerating digitalization, environmental resilience, and social inclusion. Major policy frameworks were developed or enhanced, including social protection and deinstitutionalization strategies, as well as the country’s first comprehensive National Adaptation Plan to climate change. 

Simultaneously, UNDP helped advance the digitalization of social, health, education, and justice services, and supported transformative climate actions and disaster risk reduction measures. These efforts have driven tangible results on the ground, improving lives and strengthening institutions.

Key achievements in 2024 included the launch of new community-based social services for vulnerable groups, initiatives that empower women economically and socially, the adoption of landmark climate and disaster resilience plans, and a significant leap forward in e-governance with the introduction of dozens of new digital services for citizens. Throughout the year, UNDP worked in close partnership withthe Government of Montenegro, the Delegation of the European Union (DEU), civil society, and other international partners to ensure sustainable outcomes. The following sections detail the results achieved in each of the four focus areas, followed by an overview of resource mobilization and donor contributions that made these achievements possible.
