Ha Noi and UNDP Partner to Advance Green and Inclusive Urban Development

Ha Noi, 5 September 2025 – The Ha Noi People’s Committee (PC) and the United Nations Development Programme (UNDP) today signed a Memorandum of Understanding (MoU) to strengthen cooperation in advancing Ha Noi’s sustainable urban development agenda.

The MoU was signed by Mr. Trần Sỹ Thanh, Chairperson of the Ha Noi People’s Committee, and Ms. Ramla Khalidi, UNDP Resident Representative in Viet Nam, witnessed by Ms. Kanni Wignaraja, United Nations Assistant Secretary-General and UNDP Regional Director for Asia and the Pacific, during her official visit to Viet Nam.

As the capital of Viet Nam, Ha Noi is home to approximately 8.7 million people and operates under a two-tier governance system covering 126 communes and wards. Ongoing governance reform presents important opportunities for the city to realize its vision of becoming smart, green, inclusive and livable for all.

The partnership provides a framework for non-exclusive cooperation in line with Ha Noi’s approved Capital Development Master Plan, Viet Nam’s national development goals, and the Sustainable Development Goals (SDGs).

Under the MoU, UNDP will support Ha Noi in six priority areas:

  1. Promoting Green Transition – Building capacity for low-emission planning, green industry, and sustainable transport.
  2. Responding to Climate Change – Supporting city-level mitigation and adaptation measures.
  3. Environmental Protection and Waste Management – Enhancing air and water quality, modernizing waste systems, and engaging the informal sector.
  4. Advancing Circular, Digital, and Sharing Economy – Assisting Ha Noi in developing strategies aligned with national frameworks such as the Law on Environmental Protection 2020 and the Government’s decisions on green growth and digital transformation.
  5. Leadership Development – Organizing annual dialogues and peer learning opportunities with urban leaders on smart, inclusive, and sustainable development.
  6. Public Sector Innovation and Inclusive Service Delivery – Co-designing services that respond to citizen needs and strengthening civic participation at district and commune levels.

The MoU marks a milestone in the long-standing partnership between Ha Noi and UNDP, opening new avenues for innovation and joint action to achieve a greener, cleaner, and more inclusive future for the capital city.
