A workshop was held on improving the damage assessment procedure and long-term recovery after a disaster

Bishkek – 14 June 2023 – The Ministry of Emergency Situations of the Kyrgyz Republic and the Secretariat of the National Platform of the Kyrgyz Republic on Disaster Risk Reduction, with the support of UNDP and the EU in Kyrgyzstan, held a workshop to discuss and agree on improving the damage assessment procedure and coordination mechanism for long-term recovery after a disaster in the Kyrgyz Republic. This event was attended by heads and representatives of ministries and agencies of the Kyrgyz Republic – Civil Defence Services of the Kyrgyz Republic, SNP DRR KR, UN agencies, international and non-governmental organizations.
The purpose of the workshop was to discuss and agree on proposals for improving the existing Procedure for assessing damage from disasters, eliminating consequences, and introduction of issues and aspects of conducting recovery activities.
Taking into account the fact that existing disaster risks and new challenges and threats exacerbated by climate change entail risks to the sustainable development of the country as well as the livelihood and well-being of the population, it is necessary to strengthen the coordination mechanism for long-term post-disaster recovery in the Kyrgyz Republic to create conditions for sustainable development, taking into account risks disasters.
It is noted that the existence of a clearly established mechanism for long-term recovery from disasters will improve the efficiency of preparedness and response to disaster and accident risks. In addition, the integration of recovery issues ensures the creation of a single cycle of disaster risk management in the country, which will improve the holistic approach to disaster planning, response, and mitigation.
As a result of the presentation and discussion of draft regulatory legal acts (NLA) aimed at introducing early recovery issues into the existing Procedure for assessing damage and losses from disasters, the proposed changes and additions were approved, which contribute to the creation of a unified disaster recovery mechanism. It should be emphasized that the participants noted the importance of adapting the proposed mechanism in the relevant areas of activity, taking into account the specifics of the sector.
At the end of the workshop, proposals were presented and subsequent joint actions were agreed on the development and approval of the necessary regulatory legal acts in the relevant industries.
