PIP - Technical Assistance to SDGs Implementation in Indonesia
In the past one year, since January until December 2016, through the Project Initiation Plan (PIP) SDGs Support Programme (SSP), UNDP has worked closely with the National Development Planning Agency (BAPPENAS) and Regional Development Planning Agencies (BAPPEDAS) to take necessary measures in preparing for the rollout of the SDGs in Indonesia. During the said period, Government of Indonesia (GoI) has been facilitating the transition from the MDGs to SDGs. The transition period has involved GoI to formulate the governance structure of the goals and further design appropriate policies for SDGs implementation.
By the closure of the PIP-SSP, the formal regulatory framework on the SDGs implementation has not been issued by Gol. The regulatory framework is critical for the formal rolling out of the SDGs Implementation in Indonesia, since it spells out the national strategy on SDGs implementation, designates the structure of the national secretariat, and also provides guidance on the localizing of the SDGs at the sub-national level. UNDP should therefore maintain its support to the national SDGs transitional secretariat to prepare for the national SDGs rollout, and also continue to work with sub- national governments in anticipation of the formal issuance of the national guidance notes of localizing of the SDGs. Regarding to the SDG 3.3 implementations, UNDP continuing to provide management support and technical assistance for the implementation of Global Fund AIDS, Tuberculosis, and Malaria in Indonesia. These set of works will require a new PIP, which will include SDGs related activities in 2017. The new PIP will also facilitate UNDP to undertake consultations with GOI on the preparation of the SDGS Project Document.
Through the new PIP, UNDP will provide further technical assistance to the implementation of the SDGs in Indonesia (TA-SII) that will focus on three areas:
1. Formulation of policies and institutional framework on SDGs implementation
2. Development of tools and methodologies for planning, budgeting and implementation of SDGS
3. Designing of the data, monitoring and evaluation system for SDGs that will enable the government and related stakeholders to plan appropriately for SDGs achievement
The above support will be provided in both the national level and sub-national level.
In addition, UNDP will work together with GoI to develop a project document on the technical assistance for SDGs implementation in Indonesia, which will include a set of activities for the longer period. Through this PIP, UNDP will support consultations among state and non-state actors to gather information and input for the new project document.
