Seminar for employees of the Ministry of Employment and Labour Relations

The Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 29 December 2017 №1036 seeks to take a number of actions to encourage employers actively involved in creating new jobs and boosting employment within the population. This reflects the fact that the creation of new jobs to ensure citizens can exercise their labour rights is a key policy focus of many countries around the world, being a vital part of economic development. It is also important to reward employers for creating decent working conditions for employees.

In accordance with the Resolution, the Ministry of Employment and Labour Relations of the Republic of Uzbekistan has decided, as a component of the employers' incentive programme, to organize an annual competition to identify the best employers in each industry through various nominations.

A fair and unbiased assessment of companies in different nominations requires developing a rating system called ‘Social Responsibility and Efficiency’ – an algorithm for ranking companies based on available statistical data.

On 1 December 2020 within the framework of the joint project ‘Promoting Youth Employment in Uzbekistan’, a seminar was held for employees of the Ministry of Employment and Labour Relations on the topic of the competition ‘Social responsibility and efficiency: Development of a methodology of the process and criteria for assessing employers’. The purpose of this event was to agree on the criteria for assessing companies and to develop a mechanism for assessment based on available statistical data.

The main speaker of this seminar was the national consultant of the project Anna Efimova, being the managing partner of Da Vinci Management Consulting. During the seminar she shared with the audience the results of analysis of international experience, key assessment criteria and methods of using metrics to assess participants.

In addition, within the framework of the project the national consultant A. Efimova developed an analytical note on the analysis of international experience, standards and best practices for assessing job creation, as well as the criteria for appointing employers based on a detailed assessment.

The joint project ‘Promoting Youth Employment in Uzbekistan’ is implemented by UNDP and the Ministry of Employment and Labour Relations with the financial support of the Government of the Russian Federation.
