Nepal's Capacity Needs Assessment and Partnership Mapping Report

The report presents a landmark diagnostic of Nepal’s evolving federal governance system. Commissioned by the Ministry of Federal Affairs and General Administration (MoFAGA) and supported by UNDP Nepal through the Provincial and Local Governance Strengthening Programme (PLGSP), the assessment provides a comprehensive, government-owned analysis to guide smarter, targeted investments in Nepal’s federal transition.

The study draws on fieldwork across all seven provinces and consultations with 35 local governments and 18 federal ministries and agencies, making it one of the most extensive assessments of intergovernmental capacity since the adoption of federalism. The report identifies systemic capacity gaps, coordination challenges, and opportunities to strengthen service delivery across all three tiers of government. It also maps current and potential partnerships, offering a strategic roadmap for government and development partners to better align support with Nepal’s constitutional vision of cooperative federalism.

This assessment stands as a practical tool for policymakers and development actors, demonstrating UNDP Nepal’s continued commitment to strengthening governance systems, promoting inclusive institutions, and helping Nepal advance a resilient and effective federal structure.
