This report outlines the analytical foundations for the development of the Just Energy Transition Framework (JETF) in Mongolia. It was prepared under the Joint Programme on the Acceleration of Just Energy Transition in Mongolia Project funded by the Joint SDG Fund, implemented by the Ministry of Energy and the United Nations Development Programme and coordinated by the UN Resident Coordinator's Office in Mongolia. The report provides a comprehensive evidence base for the JETF, drawing on sectoral analysis, international experience, and the key transition challenges and opportunities through multi-stakeholder consultation workshops held during the framework development process. The JETF itself is developed and presented as a separate document.
