UNDP Supports Mongolia to Advance Long-Term Low-Emission Development Strategies

Ulaanbaatar, Mongolia, 24 June 2026 — The Ministry of Economy and Development, the Ministry of Environment and Climate Change, and the United Nations Development Programme (UNDP) Climate Promise convened a workshop to strengthen Mongolia’s capacity to develop scenarios for long-term low-emission strategies using System Dynamics modelling. 

The workshop brought together around 50 representatives from government, academia, research institutions, and development partners. Participants discussed how development scenario analysis can support Mongolia’s long-term development and sectoral transformation across energy, transport, industry, agriculture, waste, and land use.

Mongolia has committed to reducing greenhouse gas emissions by 30.3 percent by 2035. As the country advances its LT-LEDS, System Dynamics modelling helps assess how growth, population trends, technology choices, resource use, emissions, and policy interventions interact, enabling policymakers to simulate pathways and trade-offs. 

“The Ministry of Economy and Development is committed to strengthening the coherence of long-term development policies and planning processes, enhancing cross-sectoral coordination, and identifying strategic investment priorities. In this context, the LT-LEDS is not merely a climate policy document; it is an important strategic framework that will help define Mongolia's future development trajectory, economic competitiveness, and green transition pathway,” said Mr. Sugar Doyoddorj, Head of the Development Project and Investment Management Division, Investment Policy Department, Ministry of Economy and Development.

“Developing Mongolia’s LT-LEDS is an opportunity to turn long-term climate ambition into practical, evidence-based pathways for sustainable development. Through Climate Promise, UNDP is supporting national institutions to strengthen ownership, deepen analytical capacity, and use robust scenario modelling to inform decisions that can guide Mongolia’s transition well beyond the strategy itself,” said Ms. Lin Cao, Deputy Resident Representative, UNDP Mongolia.

The workshop will contribute to the development of an LT-LEDS that supports Mongolia’s pathway toward net-zero emissions by 2050 while promoting sustainable economic development and resilience. It also strengthens collaboration among ministries, research institutions, and development partners around a shared analytical framework.
