Kyrgyzstan trains its first specialists in national master planning methodology for growth hubs

The Ministry of Economy and Commerce of the Kyrgyz Republic, with the support of UNDP in the Kyrgyz Republic, has continued advancing a modern approach to territorial development by delivering training for Ministry staff and local self-government officials from all regions on the newly developed national master planning methodology.  

The three-day, practice-oriented training brought together more than 45 representatives of the Ministry and local government bodies nationwide. Participants strengthened their competencies in key aspects of master planning, including territorial analysis, vision development, project design, and data management. The programme combined practical assignments, case studies, and discussions of international best practices. 

First Deputy Minister of Economy and Commerce of the Kyrgyz Republic, Choro Seytov, emphasized: 

“For effective regional development, it is essential to build our own professional capacity. The new methodology and the training of specialists represent an important step toward establishing modern tools for managing territorial development.” 

As part of the training, a comprehensive set of learning materials was developed and distributed, including the training programme, presentation materials, practical case studies, and assessment tools. Upon completion, a summary report was prepared with recommendations for further strengthening institutional and individual competencies. 

UNDP Resident Representative in the Kyrgyz Republic, Alexandra Solovieva, noted: “The Kyrgyz Republic's National Development Programme until 2030 emphasises the importance of regional development as the basis for the country's sustainable growth. The development of a national master planning methodology with the support of UNDP and the training of specialists create practical tools for the implementation of these strategic priorities at the regional level.” 

The training marks an important milestone in establishing a national pool of experts capable of applying master planning as a practical tool for sustainable and balanced development of cities and aiyl aimaks. The Ministry of Economy and Commerce and UNDP will continue their partnership to enhance the quality of spatial planning and improve the effectiveness of territorial management decisions in the Kyrgyz Republic. 

This initiative is being carried out with expert and financial support from the project "Knowledge Management and Capacity Building within the Framework of the Partnership between Russia and UNDP" (Phase III).
