General Prosecutor’s Office, UNDP and U.S. Embassy Review Three Years of Partnership on Corruption Prevention

The General Prosecutor’s Office of the Kyrgyz Republic, the United Nations Development Programme (UNDP) and the U.S. Embassy reviewed the results of three years of cooperation on corruption prevention under a UNDP project implemented with financial support from the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL)

Bishkek, 25 September 2026 — The General Prosecutor’s Office of the Kyrgyz Republic, the United Nations Development Programme (UNDP) and the U.S. Embassy reviewed the results of three years of cooperation on corruption prevention under a UNDP project implemented with financial support from the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL).

At the final meeting of the Coordination Council, representatives of government institutions, the judiciary, development partners, academia and civil society discussed the project’s key results achieved in 2024–2026 and priorities for further cooperation.

The project supported the implementation of anti-corruption reforms in line with the United Nations Convention against Corruption, national priorities and the State Strategy on Countering Corruption for 2025–2030. With the project’s support, mechanisms for managing conflicts of interest and corruption risks were developed and introduced. The International Legal Cooperation Strategy of the General Prosecutor’s Office for 2025–2030 and the State Programme on Anti-Corruption Information Policy for 2026–2027 were also approved.

Attention was given to strengthening professional capacity. Thirty-seven anti-corruption prevention officers completed a three-month Anti-Corruption School, while more than 200 representatives of the judiciary, prosecution service, legal profession and government institutions participated in specialised training. In addition, 561 civil servants received training on access to information. A 120-hour master’s programme on anti-corruption was also developed and delivered at the Academy of Public Administration under the President of the Kyrgyz Republic. Training activities were conducted in Bishkek and across the regions.

The project also supported the analysis of legislation and judicial practice, the development of the electronic learning system of the General Prosecutor’s Office, and international cooperation on financial investigations and asset recovery. With expert support, legislation on public procurement, whistleblower protection, conflicts of interest and anti-corruption was reviewed for compliance with the provisions of the United Nations Convention against Corruption.

“The mechanisms developed to manage conflicts of interest and corruption risks are already being applied within the prosecution system and are contributing to the implementation of the State Strategy on Countering Corruption for 2025–2030,” said Zalkar Aknazarov, Deputy Prosecutor General of the Kyrgyz Republic.

“Our partnership reflects the United States’ commitment to supporting practical, results-oriented reforms — from strengthening professional expertise to reinforcing transparency and accountability mechanisms,” said Melissa Crawford, Political Affairs Officer at the U.S. Embassy in the Kyrgyz Republic.

“Over the three years of this partnership, we have supported concrete advances in the country’s corruption prevention system, from introducing mechanisms to manage conflicts of interest and corruption risks to strengthening professional capacity and developing tools for international legal cooperation. These results have been made possible through close cooperation with the General Prosecutor’s Office and with the support of the U.S. Government,” said Alexandra Solovieva, UNDP Resident Representative in the Kyrgyz Republic.

The project will conclude in September 2026. The mechanisms established, professionals trained and strengthened interagency cooperation provide a foundation for further advancing anti-corruption reforms and strengthening transparent and accountable governance in the Kyrgyz Republic.
